"Scugog"s Community Newspaper of Choice" Council Briefs by J.Peter Hvidsten Port Perry Star Auction of surplus property Two pieces of surplus property could wind up on the auction block if a recommendation by Scugog's Chief Administrative Officer, Yvonne deWit, is approved by council this week. The properties in question -- the Centre School on Scugog Island and the old Manchester Hall, which had been used by the Port Perry Lions Club until about a year ago -- are both empty and of no use to the township. Appraisals for both properties have been con- ducted and although the values are confidential and will not be disclosed, the Current Value Assessment (CVA) for the Centre School is registered at $102,000 and the Manchester Hall at $118,000. The CAO has recommended that council declare the two properties as surplus and to undertake to sell them by public tender. Council was to consider this recommendation at its regular meeting on Monday. Township could borrow $2 million Council is being asked to authorize the treasurer of the Township of Scugog to borrow funds not exceeding $2 million in order to meet current expenditures until such time as taxes and other rev- enues are received. The recommendation, from Treasurer Kathryn McCann, is not an unusual request as the treasury department must borrow funds annually on a tem- porary basis to cover costs. Under the funding formula, from October to December not more than 25 per cent of the total estirhated revenues of the corporation may be bor- rowed. With total estimated revenues estimated at almost $26 million for the year, 25 per cent of that figure is approximately $6.5 million. The $2 million maximum request easily falls with- in the guidelines and council should have no trou- ble endorsing the recommendation, said the trea- surer. Considering request for refund it's unlikely a request for a $15,162 refund by Community Life Care Management, who are current- ly undertaking a large expansion of the Port Perry Community Nursing Home, will be approved. The request asks council to refund the Commercial Development Charges imposed when they applied for a building permit for the new "state-of-the-art" facility being added onto their nursing home found at 15941 Simcoe St. Although Durham Region staff recommended a full refund, including interest, a subsequent review by Scugog Township staff indicates the company does not fall under the category which entitles them exemptions. CAO Yvonne deWit has recommended that Community Life Care Inc. be denied its request of a refund for the development charges. Public meeting for new bylaw A public hearing was held last night to further dis- cuss the rezoning application for the Quorum Development lands at the west entrance to Port Perry on Highway 7A. Quorum President Mark Dawson has applied to rezone a portion of his property to accommodate more commercial development. Part of the land is already zoned for a supermarket of 35,000 square- feet with provisions for expansion of an additional 15,000 square-feet at a later date. Township planners, market consultants and the local Business Improvement Area have tried to ham- mer out a bylaw that would protect Port Perry's downtown core and yet leave room for Mr Dawson to proceed with his development. This was the second public hearing for this devel- opment and if there are no further objections, it is expected Scugog Council will approve the new zon- ing bylaw.
