I ~~ Ss 0 2A vA 4 - PORT PERRY "WEEKEND STAR" C7 V2 41 \ J 20 IN IE I FRIDAY, MARCH 24, 2000 Province's sign requirements leave mayor fuming By John B. McClelland Port Perry Star Scugog Mayor Doug Moffatt believes it's time to stand up to Queen's Park over edicts that are costing local taxpayers money. The mayor's patience wore thin at a meeting of the township roads com- mittee Monday (March 20). Staff informed commit- tee members that Scugog has been ordered by the province to upgrade all traffic control signs with a higher intensity reflecting material, presumably to make them more visible at night. The cost is about $30,000, -and Scugog has been given just two years to get the work done. That struck an angry nerve with the mayor. "This is just one more example of this foolish government downloading another project on us," he fumed. "This is insane." The mayor, who is not a big fan of any Conservative regime, Moffatt continued to vent his anger by saying, "what if we just say no? What if we tell them that if you want to change the standards for traffic signs, you pay for it?" He said there's been no explanation for the order, "but we are the ones who will have to buy all new signs. This is nuts. I want to know more about this before | agree to spend the money." The mayor called the situation one more exam- ple of the provincial regime at Queen's Park HOMESTEAD | FURNITURE & APPLIANCES HARDWOOD & LAMINATE FLOORING ¢ RATTAN FURNITURE > UNITED CARPET 1918 SCUGOG ST., PORT PERRY 985-2451 All New Echo raising the standards for municipalities while not footing the bills. That's a reference to the fact that . the Harris government cut off all provincial sub- sidies to municipal roads departments a couple of years ago. Scugog roads super Rob Rodgers pointed out to the mayor and the committee that Scugog has been using the new reflective material for traffic signs when his department needs to replace one if it's dam- aged or stolen. And the mayor was told that if Scugog defies the Queen's Park edict and refuses to change all the signs by 2001, the municipality could be liable to an insurance D. BRYAN SMILLIE B.A., M.Ed. The issue was left by the committee for Mr. Rodgers to research to find out what would hap- pen to the township if it simply ignores Queen's Park, or if Scugog can con- tinue to replace signs on an as-needed basis. In recent weeks, some school boards in Ontario have indicated they will defy Queen's Park by refusing to implement more cuts, and create budget deficits. Mayor Moffatt said there are numerous examples of mandated changes by Queen's Park which end up costing the municipalities money.
