PORT PERRY "WEEKEND STAR" FRIDAY, APRIL 7, 2000 - 3 Opponents withdraw objections to IGA plaza By Chris Hall Port Perry Star Opponents of the pro- posed IGA store and accompanying plaza west of Port Perry have with- drawn their objections. Last week Loblaws, the parent company of Reid's Independent Grocers store in Port Perry, with- drew its objection to the new store. And on Tuesday Hubert Schillings, appear- ing before = Ontario Municipal Board represen- tative Donald Granger, withdrew his appeal after negotiating with develop- ers. During Tuesday's ses- sion Mr. Schillings said he would oppose the new plaza until Scugog council- lors allow him to expand his farming operation. His property abuts the site of the new plaza, which was formerly the Port Perry Flea Market on Hwy. 7A west of Port Perry. Over the next five years, Mr. Schillings has plans to expand each of his three bas so he can increase his chicken breeding operation from 12,000 birds to 16,000. Robert Jarvis, a lawyer representing proponent Quorum Development, said his client's project has no bearing on the poultry operation. He pointed out that the plaza property has been used as a commer- cial site for more than 25 years. Durham Police say an officer was on Ball Rd. investigating an unrelat- ed manner when he noticed a white van trav- elling west on Ball Rd. at an unusually slow speed. When the officer acti- vated the lights on his cruiser the van stopped and a man got out of the vehicle. Police say he appeared very unsteady on his feet, and while walking back to the cruis- er stumbled back and forth across the north and southbound lanes of the road. The officer noticed a very strong odour of alco- hol on the man and arrested him. He was taken to the Port Perry station where he was given two breathalyzer tests, charged, and released. "There are no added uses or changes to the property. It has been used for 30 years for Use A, and now we want it for Use B. (The change of business) will have no effect on Mr. Schillings, not one iota." Throughout the meet- ing, Mr. Schillings' lawyer Mike Fowler, and Scugog CAO Earl Cuddie repeat- edly told Mr. Schillings to apply for the appropriate permits to allow his expan- sion. When Mr. Schillings noted that it could take him up to five years to fin- ish his plans, and there- fore could be at risk of los- ing his building permit, Mr. Cuddie noted that the township would take "his situation" into considera- tion and "give him all the opportunities we can". Mr. Schillings and the developers agreed that a fence between six and eight feet high would be constructed around the edge of the property sur- rounding the plaza. In addressing the OMB Mr. Schillings said he's "not really against the IGA going there. "l just want to add about 50 feet to my three barns, and if I can get a guarantee from the town- ship that | can do that and we get the fencing issue figured out, then I'd have no problem withdrawing my appeal." With Loblaws withdraw- ing its appeal after a local market study showed that Scugog could support two large supermarkets, Quorum Development has only to conduct water and traffic studies and create a .site plan for a building permit to be issued.
