Born in Waterloo, Ontario, Mr. Skipwith grew up near Delhi where his family owned a tobacco farm. He has certificates in public health and administration from Ryerson, and for many years worked in government as an employee and lobbyist. He was instrumental in setting up the District Health Council in Simcoe County. In response to a question from the floor, he said he supported Stockwell Day in the recent Alliance leadership race, and agreed the party mist persuade Conservatives to join the ranks if . they hope to oust the Liberals in this riding, and to form a govern- ment in Ottawa.
