"WEEKEND STAR" FRIDAY, JULY 21, 2000 - 3 Municipalities can't govern farm operations, says Ward 4 councillor By Heather McCrae Weekend Star Ward 4 Councillor Dave Dietlein is concerned that the provincial government may throw enforcement of new environmental stan- dards for farming onto the municipalities. Councillor Dietlein, who has become an envi- ronmental watch-dog on Scugog council, said cash- strapped municipalities don't have the resources to take on large agri-busi- nesses over environmen- tal infractions. Earlier this month, the province announced that it will seek public input over the next six months or so before bringing down new standards for "farming practices in the province. Some of the issues the new legislation will address include: 0 Creating categories for farms according to their size; 0 Setting up standards for building sizes and location; and Q Requiring farms to have plans to cover the storage, handling, use and management of all fertiliz- ers, including manure. The initiative comes in the wake of the Walkerton water disaster, in which -ment with Dietlein several people died after drinking water infected with E-coli bacteria. The source of the bacteria is believed to be from farm run-off. Literature provided by the province about the proposals states that "a key element of intensive farming operations sug- gest municipal enforce- technical review assistance from the province. In this context upper tier municipalities could be given the author- ity to enforce these stan- dards with flexibility to delegate to lower tier." Queen's Park will con- sult with the public on this issue over the next sever- al months with a view to having legislation intro- duced some time early in the new year. A Prince Albert man will appear in court next month after being found in possession of a GMC Suburban stolen three years ago, say Durham Regional Police. Officers pulled a vehi- cle over for a speeding infraction shortly after | p.m. on July 17, say police. During the investiga- tion, police discovered that the vehicle had been reported stolen from a dealership in Ajax in 1997. Stopped for speeding, man's car is found to be stolen A further investigation into the matter also revealed that the accused had stolen license plates on his vehicle. They were stolen from a Toronto company which rents out vehicles for movie shoots, say police. The man, 48, will appear in an Oshawa court on Aug. 30, where he will face one count of posses- sion over $5,000 and one count of possession under $5,000. $70,000 in equipment stolen Thieves made off with close to $70,000 in heavy equipment after a truck, trailer, and backhoe were stolen from a Reach Industrial Rd. excavating company recently.
