By Rik Davie Weekend Star A probe into allegations of perjury against a Deputy Chief of the Durham Regional Police Service has determined that there are no reasonable grounds upon which to lay criminal charges. Deputy Chief Jim Adams was investi- gated by the Toronto Police Service's Internal Affairs Unit. The unit took up the case after a request by Durham Regional Chief Kevin McAlpine earlier this year. The perjury allegations where lodged the Durham Police Services Board, he said that Deputy Adams made false state- Relations Board hearing looking into the transfer of a veteran forensics officer to general patrol duties. The police association alleged that the for complaints he made about irregulari- ties in the police service. The officer made his case and was reinstated at forensics ~ with an award of partial lost income. It was alleged by Insp. Pugh that Deputy Adams made statements in regard by Inspector Bruce Pugh. In a complaint to ments under oath to an Ontario Labour transfer was a payback against the officer to conversations with Inspector Pugh that Probe into perjury charge clears force's deputy-chief were untrue. Insp. Pugh had already demanded and received a letter of apolo- gy from the Deputy Chief, which he called unsatisfactory. At the same time, the Durham Regional Police Service Board requested that the Ontario Civilian Commission on Police Services request .the Toronto force to 'make inquiries into the same matter to see if there is any basis for charges under the Police Services Act. No charges are expected. In a prepared statement, police service board chair Bob Boychen told media this week that "the Toronto Police Service's legal services branch supports the conclu- sion arrived at by it's investigators." The Toronto investigators interviewed between 30 and 40 people, including members of the media, during the inquiry. Deputy Chief Adams is a veteran of the Durham force who has served in many policing capacities during his career. Insp. Pugh is the longest-serving officer currently on active duty with the Durham force.
