We don't think big- ger is better; as long as the size and efficiency is there, then that's good," said the MPP. "We want this to be a local decision. That is the preferred option," While he admits there was plenty of controversy over gov- ernment-imposed amalgamations in Ottawa-Carlton and Hamilton-Wentworth, Mr. O'Toole says most people don't realize that restructuring talks in those areas had been going on for more than 10 years. "Sure .there was a lot of talk about it, but this was something that was going on long before we came in," he said. Mr. O'Toole says he has no idea what will happen in terms of restructuring here, but stresses that he wants to keep any new gov- ernment model simple and accessible. "I'd like to see the lower-tier (municipal) government maintain a significant role and be accessible to the peo- ple," he said. Mr. O'Toole was hesitant when asked if he thinks one pro- posed model - an alliance among the three northern town- ships of Scugog, Uxbridge and Brock - would work. "It is certainly something that should be considered, but you would have to take a look at how rich the assessment base would be," he said. If such a plan went ahead, the new gov- emment would have to strike a deal for police, fire -and ambulance service, as well as for water and sewage, said the MPP. And he said amalga- mation of the entire region into one city, as occurred in Victoria County, is "too big in my view. It would probably be too dis- tant for the people."
