FREESE NER am CRNA --" ih Kam font aS WRAL M2) 2 - "WEEKEND STAR" ve Say FRIDAY, JANUARY 12, 2001 Report rejects amalgamation for north Durham By Chris Hall Weekend Star A report on possible restructuring scenarios for Durham's four north- ern municipalities says not much should be changed in the pear future. oo The report, commis- sioned last spring by the townships of Scugog, Uxbridge, Brock and Clarington, recommends that the townships remain in their present forms. ¢ It states that the four fovrstiv would not gain nything by amalgamat- ing.. Received last October, and put aside until after the November municipal election and Christmas Holidays, the report is now being examined by local politicians. The mayors from the four municipalities - Doug Moffatt (Scugog), Gerri-Lynn O'Connor (Uxbridge), Terry Clayton (Brock), and John Mutton (Clarington) - met in Uxbridge on Tuesday to discuss the report. They planned to meet again Thursday (Jan. 11) . with their councillors. Durham Region CAO Garry Cubitt was expect- ed to chair the meeting. They asked the firm to look into: 0 Each of the four townships staying inde- pendent, and keeping the status quo; Q Forming three municipalities, with Scugog and Uxbridge amalgamating and Brock and Clarington, remaining on their own; Q Having Scugog, Brock, and Uxbridge join together, and leaving Clarington in its present form; or Q Total amalgamation of the north, with all four municipalities coming together. It was assumed with each scenario that the Durham Region munici- pal structure would remain as it is presently. After months of study, the firm suggested that there is not much to gain in terms of cost savings efficiency if any form of amalgamation took place, said Uxbridge Mayor Gerri-Lynn O'Connor. "The recommendation was that there is no value in proceeding ahead with (four) identified restructuring options," she said after Tuesday's meeting. "The report says there is no compelling reason for us to amalgamate any of the municipalities." But the document did make recommendations North Durham mayors Doug Moffatt of Scugog (left), John Mutton of Clarington, Gerri Lynn O'Connor of Uxbridge and Terry Clayton of Brock join Durham Region chair Roger Anderson to discuss amalgamation report. for Cutting costs. "What it did say is what we should do is deal with some strategies in the enhanced sharing of our services," said Mayor O'Connor. The report said the townships should explore more creative tourism marketing ideas; sharing parks and recreation ser- vices; and making better use of land use and plan- ning development. "We'll go from here and see where we can better serve the tax ay- ing public in ways of cat-" ting some costs, but still keeping the same ser- vices they've come to expect," Mayor O' Connor said. "I think it was a good study. It confirms what we are doing, that we're on the right path. It's what the residents want; a large percentage of them, an overwhelming number of them, don't. want to amalgamate with any- body. They want to keep their own identities and their own heritage," said Mayor O'Connor. The meeting on Tuesday was used to set an agenda for the follow ing meeting, which was expected to be a brain-, storming session for the representatives from the four townships. It was expected that a number of task forces will be set up to look into service. sharing scenarios. Scugog Mayor Doug Moffatt called the report "nothing earth-shatter- ing", adding he was quite or pleased with the final outcome. "It said there's no 'point in trying to amalga- mate, although we should share some services. That's pretty good," he said. 2 : "It'll be helpful for us when the province comes looking at what we're "going to do (regarding restructuring). We can - show them that a profes- sional organization said that there's no point in amalgamating," said Mayor Moffatt.
