The province began cutting back its funding to the township in the 80s, giving the money to other needy municipalities, he said. Scugog never recouped that money, leading to the deterioration of the roads in the township, said Mr. Behm. And five . years ago, the province drastically cut was conducted in 1977, Scugog had responsibility for 362 km of roads, and required about $5 million to maintain them. When the last study was done in 1999, the township had about 400 km of roads, which required $54.5 million for upgrading and maintenance. Coulcliff Blvd. in Port Perry was also dis- cussed. Mr. Behm said only $41,000 is needed to widen and resurface the road there; but councillors argued that the cost has been estimated at about $650,000 for their share roads funding to municipalities. When the original roads needs study of the entire project. The township and region have agreed to urbanize the area, installing municipal water and sewage services. Scugog would 'be responsible for rebuilding the road in the lakeside community. But finding funding for the project has proven troublesome. "If we can't find a financial scenario for Coulcliff, it's never going to happen. It's a health issue daily," said Councillor Pearce. "I'd like staff to look into the possibility of debenturing the money for Coulcliff." She suggested that a $1 million deben- ture would be sufficient to finance the Coulcliff Rd. project, as well as repair one of the township's aging bridges. Councillor Pearce suggested that with the money in place, it would be easier to successfully apply for a grant to repair a second bridge. "We could make a dent in our roads needs," she said. "We could never afford Coulcliff Blvd. and to repair our bridges with our present way of financing." Scugog Mayor Doug Moffatt agreed with her suggestion.. "We're never going to get anywhere if we keep stalling. It's not foolish spending... we can't continue to not do things in this municipality," he said. Councillor Pearce noted that debentur- ing $1 million for 10 years would cost the township about $135,000 a\year. After spending the past 10 years in Edmonton, Oksana Loutsenko has found a new home here in Durham Region. While she currently calls Pickering home, the 33- year-old native of Kiev, Ukraine, has accepted the position of music director at the Port Perry church. Trained as a concert pianist and accompanist in her homeland, Ms Loutsenko is responsible for coaching the St. John's choir and playing the organ at the Queen St. church. She moved to Pickering late last year, and accepted the job in Port Perry only three ~ weeks ago. "I was looking through newspapers and maga- zines and the yellow and white pages to find out what was going on with music in the area and to get to know people," said Ms Loutsenko. Ms Loutsenko hopes to parlay her musical experience into a teach- ing career here in Durham.
