"WEEKEND STAR" FRIDAY, AUGUST 31, 2001 - § Scugog councillors lay down the rules for Unity Place By Kay Langmuir Weekend Star Local skateboard enthusiasts making use of the new Unity Park skate- board park will have to head home by 10 p.m. Scugog councillors balked at leaving the unsupervised park open until 11 p.m., as suggest- ed in a staff report pre- sented to council on Monday, but agreed to review the closing time when the long days of summer return next year. Township Parks and Recreation Director Jay Todd presented a policy proposal to councillors at the Aug. 27 meeting. According to Ward 2 Councillor Marilyn Pearce, 10 o'clock is late, enough when kids are in school and the rest of the township's parks close at that time. If the skate- board park stayed open until 11 p.m., "we're talk- ~ ing midnight 'before we clear them out," she said. 'But Ward 5 Councillor Paul Michel argued in favour of the later closing time, "so they have a place to be that's out of earshot of residential "areas. Kids don't go to bed at Il o'clock; I don't think 14- -year-olds should be out running around at Il o'clock but they are,' he said. | Council later endorsed the following regulations for the skateboard park: Visitors must use it at their own risk; children under the age of 12 must be accompanied by an adult; full protective equipment (helmets and wrist, elbow and knee pads) are to be used at all times; the area is to be kept clean and free of debris; and, no loud noise or music is permit- ted, and no swearing or offensive language is allowed. Councillors also emphasized the impor- tance of protective gear, especially helmets, and acknowledged that there are bound to be some injuries at the facility. "People are going to fall and scrape their knees and noses but at least they're not going to end up in intensive care," Mayor Doug Moffatt said. Scugog's parks and recreation = department drew up the regulations after reviewing the rules in place at other munici- pal skateboard parks. Township's on the hook for safety upgrades: report By Kay Langmuir Weekend Star 'Scugog Township is getting stuck with the cost of improving safety measures at residential storm-water management facilities when the developers should be picking up the bills, council heard on Monday. - ~ According to a staff report, the township has paid about $1,200 for the latest retrofit to install stronger locking devices on storm-water grates as well as more and larger warning signs around the storm- water management ponds 'at the - Georgian Woods development in 3 Prince Albert. "Current locks on the grates have been 'orn off by vandals, and signs I were too small and not located at every entrance to the storm-water management area, staff reported. Council has asked staff to amend | - current subdivision agreements to make developers responsible for installing sufficient safety measures. The attraction the storm-water | ponds hold for children makes the | strongest possible safety measures a necessity, councillors agreed.
