EE i ES "WEEKEND STAR" FRIDAY, NOVEMBER 9, 2001 - 3 Some short by two members No takers for SCC roles, trustees told By Rik Davie Weekend Star The Durham District School Board heard a report from staff last Monday night that said there are not many takers for positions on School Community Councils (SCC) in Durham Region. According to the report, the large majority of SCC positions in recent elec- tions were filled by accla- mation and some SCCs were short by as many as two representatives. The councils, which are designed to work together with school staff, parents, " board,; employees and Comitinity 'members to ddvise 'school boards on policy and raise funds for schools, were recently mandated by the province into more formal bodies. This move may be forcing parents. away from the groups, according to staff. Luiga Ayotte, superin- tendent for Pickering and co-author of' the report, told trustees that "the more formal rules sur- rounding {SCCs may be having:an affect on par- ents} willingness to be involved." As well, the trustees were told that four coun- cils have no teaching members and 37 councils have no representation from non-teaching board SCCs. employees. Scugog Trustee Martin Demmers asked if board employees could either be directed to, or com- pensated for, sitting on "I have difficulty doing the job that must be done now in, maintaining schools and facilities given our budget restraints. So no," said Superintendent for Facilities, Jack Massey. SCCs were recently handed a binder filled with the new regulations and rules of procedure for conduct that severely restricts their actions and abilities in the areas of fundraising. Mr. Demmers said that it has been his experience that principals drive SCCs. "If the principal is open and helpful, then the SCC takes the ball and runs with it," Mr. Demmers told fellow trustees. "But if there are things the princi- pal does not want brought up or discussed, then the atmosphere of the SCC is stifled and people wander away from it." Board officials urged parents who have time to give to local SCC councils to volunteer in order to swell the numbers of members across the region.
