Following a meeting held on the proposed develop- ment Monday, both corporate planners and the owner of the local retail outlet made it clear that they're hoping for approval from Scugog Township officials before time -- and a forecasted downtown in the economy -- catch up with their project. Canadian Tire Corporation and those charged with developing a new store for the area -- Stockworth mbg Limited -- currently have plans before the municipality which calls for a large new CTC store and restaurant on land south of Lake Scugog Lumber on the east side of Simcoe St. After planners for the township advised approval for the site on Monday local councillors voiced some con- cerns which left the Port Perry store's current owner and CTC planners shaking their collective heads in frustra- tion. "The reality here is that I am third in line on my per- sonal reasons for wanting the new location," said Jeff Hodgkinson, who owns the local store which is currently located at the Port Perry Plaza. "First in line is the community that have told us over time that we need a larger facility to service our cus- tomers. Second in line are my employees who have worked for a very long time under less-than-ideal condi- tions that require a lot more work on their parts to keep the store presentable and serviceable for our customers. Many of my employees have been with us a very long time and they have earned this new facility with their hard work." ~ Mr. Hodgkinson stressed that he has real concerns over how many hoops CTC planners are willing to jump through, and for how long. "The risk really exists here that development costs and planners' fees can outstrip the company's ability to make this location feasible. "It is frus- trating to us that every time we deal with concerns and return to council, they seem to have some more. I think all we are asking is that all the concerns come forward to be dealt with so they can be moved out of the way." Among the concerns council has mentioned are the abutment of the store to wetlands and the accompanying risk of drainage matters and the possibility of polluting the Class I marsh as well as the impact the project could have on Simcoe St. traffic flow. Mr. Marks said that he has met with township repre- sentatives and dealt with the wetland issues. "I heard that concern last time we were at council and I came Monday prepared to give a presentation on how we had dealt with the problem. We prepared a presenta- tion at a cost to ourselves for consulting and planning and then never even got that far," he said. When asked if the development process was unusual in his experience with placing "thousands" of locations into communities during his 16 years with the company, Mr. Marks said, "I would feel safe in saying that I have run into this typé of a problem in .5 per cent of the locations." Another concern on the mind of Canadian Tire officials is the possibility of an economic slow-down or even recession. They say that the plan may have to be scuttled if the project does not move forward in the near future because of that fear.
