Peter Hvidsten Weekend Star Scugog Township councillors got a first look at the preliminary 2002 budget for the Kawartha Region Conservation Authority last Monday and were surprised to find a request for an addi- tional $67,000 from Durham Region. However, it was quick- ly pointed out by Ward 2 Councillor Marilyn Pearce, Scugog's repre- sentative on the KRCA authority, that $57,000 of that increase was due to re-assessment. She explained that Kawartha Conservation delayed implementing Current Value Assessment (CVA) last year, but under provincial regulations were forced to bring it into effect this year. . "In effect, the one year delay saved the region (Durham Region) $57,000 last year," she said. Durham Region has maintained that it wants to keep all department spending increases at 3 per cent or less this year, but Kawartha's actual increase of $10,000 repre- sents about a 14 per cent increase. Councillor Pearce said even that number can be argued and, in fact, when all factors are taken into account, the $67,000 rep- resents a decrease in the amount required this year. Some of the work being undertaken by the conservation authority which impacts Scugog Township include the fol- lowing projects: e William's Creek Restoration - the water- course currently being restored through - down- town Port Perry from Queen St. to Lake Scugog; e Durham Watershed Study - included in this study is the Nonquon River which flows 22.7 kilometres from the headwaters in the Oak Ridge Moraine to west of Port Perry and empties into Lake Scugog.
