It carries conviction. Senator Ferlinghuysen, in his speech to the senate, quoted Lord Curzon, a member of the British government, as saying in the House qf Lords (July 3, 1919): "It is open to me to say with a real and accurate knowledge of what has been passing in Paris during the past six months, that the prime minister, by a combination of courage and imagination, has often held the balance between conflicting parties, and is largely personally responsible for the contents of that blue volume. In what I have said I hope I have not indulged in one sentence that could savor of national vanity or boasting. But it is permissible, perhaps, to point out in a sentence that Great Britain has gained in this war all, and indeed much more than all, she has set out to win. Our navy remains at the end of the war intact and unassailable. The principle of the freedom of the seas, which is the basis of our national existence, stands unimpaired and unimpugned.
