The commissioner of highways of the Town of Dunham presented the following petition, to-wit: To the Board of Supervisors of the County of McHenry 'Jn the State of Illinois: Gentlemen:---The undersigned Commissioner of Highways of the Town of Dunham in said County, would respectfully represent that the bridge at the sitf known as Olbrich Bridge over a branch of Rush Creek on the State Aid road leading from Harvard to Marengo, in section 35 in said Town, has washed out and needs to be replaced by a new bridge, for which work the Town of Dunham is responsible. That the total cost of said bridge will be the sum of twenty-two hundred dollars; that the population of said Town is less than 15.000; that the cost of said bridge will be more than eight (8) cents on a hundred (100) dollars on the latest assessment roll; and that the levy of the Road and Bridge tax for two yeilrs past in said town was in each year for the full amount allowed by law to be raised therein for all road and bridge purposes, except for damages incurred in laying out. altering, widening or vacating roads or for ditches to drain roads, the vyhole of which levy Is needed for the ordinary repair of roads and bridees in said Town. Peterson of Harvard, Illinois, for the sum of one dollar and twenty-flve cents ($1.25) per cubic yard. It was found that one plank of the plank backing of the north abutment of the Turner Bridge had rotted out and needed to be replaced with a new piank and an agreement was made with Thos. >reen of Harvard to furnish and place 5R*d material for the sum of flvs dollars ($5,00). Near the northwest corner of sectioh Dunham township, there Is an old wooden culvert In a bad state of repair, which needs to be replaced by a new concrete structure with a, wafterwfty 3' high and 8' wide; said culvert being known as the Johnson Culvert. It was decided to instruct the County Superintendents of Highways of the two counties to prepare plans and specifications for said new structure and to advertise .for bids after the approval of this Honorable Board. The County Superintendent of Highways reports to this committee that the repairs on the Sinnamon, Hermanson and Turner bridges are completed. Since payment is to be made in accordance with the ratio of the assessed valuation of the two counties, we would report that McHenry County's share of the cost is 68.8 per cent. We would therefore recuniniend that the County Clerk draw an order In favor of Thos. Green for $58.48 and also one In favor of N. W. Peterson for 87.74. All of which is respectfully submitted: H. E. THOMPSON, committee'on Ohlrich Bridge In Seneca made the following report which was upon roll call unanimously adopted, to-wlt: Mr. Chairman and Gentlemen of tl\e Board of Supervisors of McHenry County, Illinois: Your committee to whom was referred the matter of constructing a new bridge at the site known as the Ohlrich Bridge, over a branch of the Kishwaukee River, on the highway in section 18 In the Town of Seneca, AlcHeni-N County, Illinois, would beg leave to submit the following report on the matters before them: That they met on the 30th day of July, A. D. 1921, at the site of said bridge and found that said bridge wasubstantlally completed in accordance with the plans and specifications and contract, except that the northwest wing and the west half of the north abutment was constructed one (1) foot deeper than shown on the plans, which necessitated the placing of two and four tenths (2.4) yards of extra concrete at the price provided in the contract of fifteen dollars ($15.00) per cubic yard for extra concrete. . Your comomittee decided to accept said Bridge the contract price for which said bridge was the sum of eight hundred seventysix dollars ($876.00) plus the value of the said extra concrete in the sum of thirty-six dollars ($36.00) making the total cost of said bridge the sum of nine hundred twelve dollars ($912.00). We would therefore recomomend that the County Clerk draw an order fVi favor of the contractor, W. F. Supervisor Ackman called attention to cattle pass in Section 11, Coral township which would have to be changed^ before contract could be let by State Highway department upon that part of the Grant Highway, hnd asked the opinion of the Board as to what could be done to relieve the matter. He stated that the owner of the land refused to execute release for right of way, unless said cattle pass was rebuilt without expense to him. State's Attorney Lumley appeared and discussed the law governing the case, and the advisability of instituting condemnation proceedings. No action was taken by the board. The committee on Roads and Bridgpaj* made the following report whicl\ was on motion adopted, to-wit: Mr. Chairman and Gentlemen of the Board of Supervisors of McHenry County, Illinois: The undersigned members of the Rosa ind Bridge committee beg leave to mak» the following report of a trip over Wisconsin roads. Said trip was taken in company with representatives of the Road and Bridge Committees of the surrounding counties of Northeastern Illinois. The tour was led by Mr. J. T. Danaghey of the Maintenance department of the Wisconsin State Highway department: and to whom, together with various patrolmen we are indebted for the information secured. The trip covered about 400 miles through Lake Geneva. Sullivan, Madison, Portage, Kllburn. Baraboo, Janesville, Darien arid Walworth, The Stafe Trunk Line System takes pare of 7#00 miles and the County system an additional 10,000 miles. These roads comprise about 20 per cent of th$ total mileage and are estimated to carry more than 80 per cent of the traffic. Six-hundred (600) miles of concrete roads have been built and the remainder are limestone macadam, gravel and earth. The gravel roads have been found preferable to the macadam as thev are easier to repair, and do not need to be oiled. We saw gravel roads that have been built In every • conceivable manner, pit run gravel, crushed gravel, coarse gravel, fine gravel, high crown and narrow and low crpwn and wide. All are taken care of by the system of patrol Maintenance. The patrolmen contract to take care of frdm 6 to 9 miles for i?ight months each year beginning the first of April. They furnish a team and wagon and 1 receive this year $160 per month. The State or County depending on which system the patrolman is employed furnish the other tools and pay for the gravel used. The tools consist of a small two-horse grader, a planer, scraper, pick and shov«ls.-" They so take care of the roads that It Is possible to travel straight through at the rate of 25 to 30 miles per hour in a Ford. The counties also have heavy grading outfits scarifiers, stone crushers, and trucks, with which the bad stretch of roads are placed in shape fbr the patrolmen. The counties levy not to exceed ft & mill highway tax to build and maintglla-- the county system. % We watched the construction of a gravel road north of Madison. The grading was all being-done with a road grader. The subgrade was of a width of 30 feet between ditches and wa£ made flat. This grading was costing $150 per mile. Crushed gravel was being used all of which had passed a one inch screen. It is considered very important to use small sized gravel. Illinois, on the 10th day of September to receive bids for the construction of said bridge. The bid of Button Brothers of Hebron, Illinois, was the lowest bid received, _and the contract was awarded to said Button Brothers in the sum of $1850 for the bridge complete and $1.40 per lineal foot for piles if necessary. The 8peolal Committee on Johnson Culvert In Dunham Township made tjie following report which was on motion unanimously approved, to-wit: Mr. Chairman and Gentlemen of the Board Of Supervisors, McHenry County, Illinois: Your committee to whom was referred the matter of constructing a new eulvert atthe site known as the Johnson Culvert on the county line between the counties of Boon* aad McHenry near the northwest corner of section 7 in the crusher. It has been found by experience, and borne out by our observations that stones coarser than one inch have no place in the road. Where roads had been built using coarser stqnes they were ploughed to the surface by the scarifier when the road wa? repaired and were exposed and worked' loose by the action of the road graders and alsb by the fine material being worn down and blown away. In some cases It is necessary for the patrolman to rake them out of the road every week, haul them away and bury them in some hole. The gravel was applied at the rate of 1000 cubic yards per mile, 900 yards In the roadway and 100 yards along the side in piles for use of the patrolman. Three different layers were applied, first a strip 2 truck loads wide was placed along the center and this was graded out so that it was 4 Inches thlcK at the center and met the subgrade at the sides in a feather edge. Then what amounts to a 2-inch layer was applied which brought the depressions, holes and weak places up to grade. Then after an elapse of considerable time and after^ a rain the final one tad* 1* applied "" the road Is completed and ready patrolman. We were told that addition of % Inch of material and systematic maintenance t would be a* good five rears from at present.
