Another act provides that automobiles must be brought to a full stop when entering upon or crossing through-route paved roads or streets In cities designated by the department of public works and buildings as connections to hard roads. Right-of-way rules are to be promulgated by the department of public works and buildings to govern traffic at intersections of two or more through hard roads. It Is also provided in another act that the department of public works and buildings may control or regulate traffic upon any streets within the corporate limits of any town or village where the state has constructed durable hard surface roads. There are other provisions requiring all horse-drawn vehicles on any hard surface state highways after sunset, and before sunrise to exhibit at least one lighted lamp on the left side showing a white light visible at least 200 feet in the direction in which it is proceeding and a red light in the reverse direction. Every person walking along and upon hard surface state highway is required by another new act to keep on the left side of the paved portion and when meeting a vehicle to step off tbe pavement. All of these laws are designed to Increase the safety on public highways.
