WHEREAS, The City of McHenry, Illinois, owes a considerable sum of money for public benefits in various improvements completed in the said city of McHenry, and WHEREAS, Also the City of McHenry owes a considerable amount of money borrowed on anticipation warrants which amounts of money owed as public benefits and as general indebtedness amount to the neighborhood of Twenty Thousand Dollars ($20,000.00), and that it is necessary for the city of McHenry to pay said amounts of money as soon as possible, and V WHEREAS, the said city of McHenry has not sufficient income to Vnake up said payments along with the lurrent expenses. D. 19 , together1 with interest on the said sum from the date hereof until paid at the rate of five per cent per annum, payable on the first day of July A. D. 1927, and semi-annually thereafter on the first days of January and July in each year tipon presentation and surrender of the interest coupons hereto attached as they severally become due and payable. Both principal hereof and interest hereon are hereby made payable in lawful money of the United States of America at the West McHenry State Bank, West McHenry, Ililnois, and for the prompt payment of this bond both principal and interest as aforesaid at maturity and the levying of taxes sufficient therefore the full faith, credit and resources of said City are irrevocably pledged. This bond is issued by the said,City of MjcHenry for the purpose of paying general indebtedness of the said city of McHenry, pursuant to and in all respects in compliance with an act entitled "An Act to Provide for the Incorporation of Cities and Villages," approved April 10th 1872, and all acts amendatory thereof and supplementary thereto,, and an ordinance duly passed by the Council of said City and submitted t6 and approved by the voters of said City at an election duly called an<} held for that purpose. And it is hereby certified and recited that all acts, conditions and things required by the Constitution and laws of the State of Illinois, to exist or tg be done precedent to and in the issuance of this bond do exist and have been properly done, hap^ pened and been performed in regular and due form and time as required by law, and that the indebtedness of said City, including this bond, does not exceed any constitutional or statutory limitation; and that provision has been made for the collection of a direct annual tax, in addition to all other taxes, on all the taxable property in said City to pay the interest hereon as the same falls due and also to pay and discharge the principal hereof at maturity. That for the purpose of providing the funds required to pay the interest of the said bond promptly when and as the same falls due, and to pay and discharge the principal thereof at their maturity, there be and there is hereby levied on all the taxable property within the said city in ad dition to all other taxes, the following direct annual tax, to-wit: For the year 1927, a tax sufficient to produce the sum of Two Thousand Dollars ($2000.00) to pay interest; For the year 1928, a tax sufficient to produce the sum of Three Thousand Dollars ($3000.00) to pay interest and principal; For the year 1929, a tax sufficient to produce the sum of Twenty-nine Hundred Dollars ($2900.00) to pay interest and principal; For the year 1930, a tax sufficient to produce the sum of Twenty-eight Hundred Dollars ($2800.00) to pay in terest and principal; For the year 1931, a tax sufficient to produce the sum of Twenty-seven Hundred Dollars ($2700.00) to'pay interest and principal; For the year 1932, a tax sufficient to produce the sum of Twenty-six Hundred Dollars ($2600.00) to pay interest and principal; For the year 1933, a tax sufficient to produce the sum of Twenty-five Hundred Dollars ($2500.00) to pay interest and principal; For the year 1934, a tax sufficient to produce the sum of Twenty-four Hundred Dollars ($2400.00) to pay in terest and principal; For the year 1935, a tax sufficient to produce the sum of Twenty-th: Hundred Dollars ($2300.00) for interest and principal; For the year 1936, a tax sufficient to produce the sum of Twenty-two Hundred Dollars ($2200.00) to pay interest and principal; For the year 1937, a tax sufficient to produce the sum of Twenty-one Hundred Dollars ($2100.00) to pay interest and principal. That the interest and principal falling due at any time when there are insufficient funds on hand to pay same, be paid promptly when due from current funds on hand in advancement of the collection of taxes, and when said taxes shall have been collected, reimbursement shall be made to the said funds in the amount thus advanced. Section 4. That all ordinances, resolutions or orders or parts thereof in conflict herewith, be and the same are hereby repealed. Section 5. That this ordinance shall be in full force and effect upon its passage, approval, and publication, and its approval by a majority of the voters of the City voting on the question at an election at which it shall be submitted. Section 6.
