Board of Snperri&ori met at their room In the Conrt Ho rise, on Tuesday, Dec. 19th. 1876. Called to order by the Chairman, O. C. Diggins. The roll being called the following anerabera responded to their names: 1. E. Searls, Z. E. Goodrich,©. C.Diggins, James Thompson, R, D. Cooisey, C. O. Parsons, C. Gilbert, M. L. Joslyn, G. H. Garrison, S. W. Brown, M. Foote, J. H. Cooley. John M. Smith, B.F. Peck, and a F. Dike. Several bills were received and re- ferred to the committee on claims. The bond of the County Collector for the year 1876 was received" and in­ ferred to the committee on finance. The semi-annual reports of the Treasurer, Circuit Clerk, Qounty Clerk and Sheriff were received and referred to the committee on fees and salaries. The report of Wm. Nickle, County Superintendent of Schools, was receiv­ ed and on motion referred to the committee on education. The bill of the Judges and Clerks of Election was received and, on motion of Supervisor Parsons, it was voted that, "The Clerks and Judges of Elec­ tion in this county be allowed two days each for their protracted services at the late Presidential election." The appointment by the Town Board of the Town of Alden, of Sam­ uel Cutter as Supervisor for said town, in place of Supervisor Southm»yd re^ moved, was read, and he was intro­ duced to the Board and appointed on the several committees in place of said Southmayed. The bills of registry for the several towns were received. Win. G. Thompson's bills for fees as constable was received and referred to the committee on claims. T'te bill of A. W. Cumins for report­ ing the case of the People vs Clothier and Kennedy, for $24, was read and on motion of Supervisor Joslyn, was allow­ ed in open Board. The claims of V. The committee on claims for 1873, rebate tax, made the following report which was on motion adopted, to-wit: To the Honorable Board, of Supervisor* qf MaIfenry County, Illinois. Your committee to wL-ci v;afe tcfarid the matter of refunding to the tax­ payers of this county 7-36 of the State tax paid in 1873, beg leave to report that they have examined the affidavits of the following named persons, who are unable to produce the tag receipts for said year and find the sum set op­ posite their respective names due them from the refunding fund now in our county treasury; Sherwood and Austin, $6,25, Your committee would further re­ port that the time of two years from the passage of the refunding act, ex­ pires on the 26th day of March next, after which all peisons or corporations are by law forever harred from re­ ceiving or demanding the excessive State tax paid in 1873, And we would recommend that the balance and resi­ due remaining uncalled for of such re­ funding fund after the said 26th day of March 1877, be covered into the county treasury, Respectfully submitted, C. James Gracy came before the Board and presented a claim for relief from excessive assessment, which was re- fered to the committee oh assessment. The Board then adjourned until 2 o'clock p. M. WEDNESDAY, 2 O'CLOCK P. M. Board met pursuant to adjournment. Called to order by the chairman. The minutes of the morning session wero then read and approved. Your committee on assessmeat of real estate, would recommend that iu the case of James Gracy, of Nund#, wh© claims a rebate of, taxes assessed on a certain trust deed taken from his son, that whenever he shall, in the presence of the Supervisor of said town, destroy said trust deed, and the fact be verri- fle.d to the collector of said town by 6aid Supervisor, that said collector shall rebate the tax on eight hundred dollars (9800) assessed against the said James Gracy and return the same as error; otherwise the said Gracy shall pay the full tax now levied against him. We would farther recommend that in the case of W. W. Dudley for rebate of tax on a certain lot of land in the village of Cary in this county, that the claim be disallowed. Repseetfully submitted. C. The following report of finance com­ mittee was received, read aud on mo­ tion adopted: To the Honorable Board of Supervisors qf McHenry County Illinois, Your committee on linance, to whom was referred the matter of funding the 8 per cent, orders of this county into 7 per cents, would recommend that the County Treasurer be instruct­ ed to o'fler 7 per cent county orders to all persons holding such 8 per cent or­ ders as may be called in for redempt­ ion duriug the coining year,and to sell for cash such 7 per cents to any and all persons desiring to invest in them. We would further rpcominend that said Treasurer he instiucted, whenever he shall have in the treasury the sum of one thousand dollars (01000) received froui the sale of such 7 per cent orders or from other sources not otherwise ap­ propriated, to redeem 8 per cent or­ ders of the county, giving due and proper notice of such redemption. Committee On motion of Supervisor Gilbert the oommittee on public b'uildings was in­ structed to examine the roof of the Court Housertmd if found necessary to cause a substantial roof to be put on the same. Supervisor Parsons presented the following resolution, which was adopt­ ed) Whereas, By the present Revenue Law of our £tate„ there is no deduction made for indebtedness on either real or personal property, and, IVheras, By such law, taxes are virtually levied twice annually on all property upon which there is indebted­ ness; First, as it is found in the hands of the debtor: Second, on the notes and mortgages held as security by the creditor. Therefore, Resolved, That we deem our Revenue Law as working gross injustice in this regard; and we earnestly request our Senator and ltepresetatives in the next General Assembly, to press the passage of such an amendment to said law as will grant to the debtor, after paying full taxes on all property ia his possess­ ion, a receipt of the collector for taxes paid on property for which he is indebted, to the sum of such indebted­ ness, which receipt shall be good against the creditor for its amount. And further to amend the! law by re­ lieving the creditor from assessment of notes and mortgages, secured on prop­ erty within this State.
