The Postal Department at Washington is arranging for a better mail service for towns within a radius of 150 miles of Chicago. The people of these, cities and towns have heretofore had splendid serv ice so far as mail to and from Chicago and other large cities are concerned, but it has taken as long to get mail from one town to another only a few miles apart as it has mail from a long distance. This has been because mail has been held at the receivingl^oftiee for several .hours sometimes for the reason that there was no train carrying mail. During this period several trains may have gone each way, but no mail could be carried on ac count of the government not having made any provision. It is the purpose to have mails gathered and distributed from the trains touched by accommoda- tion'trains on the following roads: Rock Island, Northwestern, Chicago & Alton, and Chicago, Burlington & Quincy. IfiTSome years ago, in a village school not many miles from the Hub, it wets the law of the "committeeman" that the pu pils should learn to spell and define all words placed at the beginning of the reading lesson. The knowledge attained will be evident by the following dialogue, which actually took place. Teacher--Joh&QXfllMll land define be witching. x/ Johnny--Be-witch-ing, fascinating. Teacher--Correct. Now, what does fas cinating mean? Who can tell? Silence for the space of half a minute, then up comes a hand, shaking with im patience to give the desired information. Teacher--Well, Michael, tell us what your idea of fascinating is. Michael (drawling, but shouting with the utmost assurance)--Phwhat yer put in yer arm to keep off small pox. I®* New York is solving tha problem of rapid transit. The commissioners ap pointed by the last legislature have settled on the following points; An underground system of railways. Tunnels on each side of Manhattan Island, from Yonkers line to the Battery. A cross-town tunnel under Union Square. Express trains on special tracks to run forty miles an hour. Electricty as the motive power and to ligh t the tuunels. The block system to prevent accidents. Good ventilation, doing away with smoke, steam and discomfort. Tne work will be pushed as rapidly as possible. It is only a question of time when Chicago will have to make similar provisions." Frank Lealie'a Popular Monthly for November, 1891. The Buckeye State comes imposingly to the front in the November number of Frank Leslie's Popolar Monthly. The opening page is adorned with a new and admirable portrait of Senator John Sherman, who contributes a scholarly and thoughtful paper upon "Ohio: Its History and Resources." There are, moreover, thirty-five portraits of dis tinguished sons of Ohio, living and dead, and numerous interesting views. In this same number, Clara Morris, America's foremost emotional actress, writes in terestingly about "The Modern Emotional Drama, and its Exponents.,, and Andrew J. Symington, the eminint British writer, givesa picturesque account of "Iceland, and its Thousand Years.', Other illustrated articles are: "Old Fort. Laramie," by Major W. H.
