Most Americans, without regard to politics, commend the president's atti tude in the Chinese matter. It is in ac cordance with our traditional policy in the orient. The order has been sent to withdraw our troops from Pekin, except a guard for the legation. This guard will be un der the command of an American officer, and not under the orders of Field Mar shal Waldersee. The command of our reinforced sqad- ron in Chinese waters hae been given to Admiral Kempff, whose wise and reso lute action in refusing to join in the bombardment of the forts at Taku main tained our friendly attitude toward China and did much to fix our policy in the late emergency. v Minister Conger has been directed to proceed with independent negotiations for a settlement with the Chinese gov ernment, and is authorized to act as a mediator between that government and the European powers.
