AMID the clamor for currency legisla­ tion that one hears on every side there arises constantly a distinct and insistent demand for a central bank. The Comp­ troller of the Currency, Mr. Ridgely, in his recent annual report, expressed a conviction that such a bank would im­ prove our financial system. A great many members of congress and a few bankers have echoed Mr. Ridgely's words. There was a central bank once. It was called the "United States Bank." Andrew Jackson devoted eight years of his administration to its destruction. He annihilated it after one of the bitterest, ugliest and most threatening fights in the financial history of our country. It was a hard won victory. The bank, en­ trenched by years of privilege and li­ cense, had become the most formidable political power in the United States. It exercised » dominating control over par­ ties and politicians, and what was worse, a more formidable control over respon sible and important officers of the gov­ ernment. There'was a period in its ex­ istence when it might have been said to have usurped the functions of the gov­ ernment. The history of that episode in our national life is too well known to our legislators to permit them to seri­ ously consider the advisability of estab­ lishing a central bank. The subject wan discussed in the committee of finance thoroly and intelligently. The unani­ mous opinion of senators who are mem­ bers of that committee was that a cen­ tral bank of deposit and issue would be as great a menace to the people of the 20th century as it was in the first hall of the 19th century. Senator Hopkins voiced this conviction in an earnest speech which he delivered in the com­ mittee, and which doubtless contribut­ ed towards persuading that body to for­ ever put the stamp of disapproval on the central bank satrap.
