' Washington.--A new oxygen-breathing device has Just been perfected here, intended to prevent the drowning of aviators trapped by seaplanes that crash in the water, or canght under their parachutes after a jump that brings them down Into a river or the sea. It is the joint work of Chief Gunner C. L. Tibbals, well known for his inventions of submarine ' safety devices, and Frank H. Hobson of the nnval bureau of construction and repairs. As yet it has received no offical name, but Is provisionally called the seaplane rescue safety vest Mr. Tibbals describes the new contrivance as "a sort of combined vest and belt, equipped with two long pieces of rubber hose through one of which the wearer inhales and through the other exhales; a nose clamp to prevent the sudden rush of water from suffocating him; a tiny canister containing soda lime, which serves to purify the breath while eliminating carbon dioxide, and a bottle contain* ing sufficient oxygen to keep a man afloat at least half an hour after he has jumped into the water from his 'chute. However, if it so happens that the flyer has not had a chance to use his parachute and therefore hits the water while in the plane, he can readily gain access tp a larger bottle always carried as an emergency measure in the ship. This will supply a human being for about an hour and a half." Designers of a tall building soon to be built in Chicago allowed for a sway of two inches in either direction. CONVENTION OF JUNIOR OFFICERS AT BELOJT, WIS. The second annual junior officers' convention of the Beloit Area Council, Boy Scouts of America, will be held at the Hilton hotel in Beloit on Friday and Saturday, Nov. 29 and 30. Junior assistant scoutmasters, senior patrol leaders, patrol leaders, as sistant patrol leaders, scribes and any other Scout approved by the scoutmaster are eligible to attend. The schedule is from noon oil Friday until 9 p. m. and on Saturday the schedule is from 8 a. m. until 4:30 p. m. The purpose of this course is to train the junior officer so that he may better lead his patrol and troop. A warrant will be issued to each junior officer who complies with the necessary requirements. Several Scouts from McHenry attended a similar meeting at Aurora last year and received much genuine benefit from it in the way of instruction and experience. Meals and lodging will be at the Hilton hotel and conference sessions will be held in the hotel and nearby meeting places, while' headquarters will be the Scout office rooms across the street from the hotel. UNElXPECTED COLD WEATHER HITS MID-WEST SECTION One of the most severe November cold snaps ever experienced visited McHenry and vicinity last week and continued for several days. The mercury slipped down to the below zero mark with two below and even^ five below registered on many reliable thermometers. The cold snap came suddenly and caught many unprepared. Many cars were frozen and gasoline service stations were rushed to supply antifreeze solutions. The creek and ponds froze quickly and the young folks enjoyed some good skating over the week-end. Although the weather predictions are for warmer weather, the cold winds continue to blow and it looks as if Thanksgiving would be a real old-fashioned one with snow and ice.
