That we met on August 14, 16 and 29th to inspect the road work being done at Harvard, I'nion ajvd Ridgefieid, Illinois, also the patrolled roads in the vicinity of Pistakee Bay and the lit- Henry-Crystal' Lake Road, complaints having been received that they were rough and dusty and in a deplorable condition. Your committee , found that the complaints were exaggerated and that the roads-were in the same condition as the other roads in the .Count>; V'ith like intensity of traffic, and due to the long spell of dry weather together with the fact that -4^s money is available for their care, necessitat ins only half time for the road patrolmen. Your. committee believes that the roads could be kept smoother with new heavy machinery hut the money would have to be borrowed to pay for same, which we do not favor being done at this time. On August 29th we audited and ordered paid bills for labor on the Ridgefieid road. Section 4, M. F. T., to the sum of $83.39 out of the motor fuel tax funds. Some' of the workmen • were -withoutfunds and reported to be living 'on dry bread. We further report that we have examined the applications of Edward Toles, and John Fry and Jay S. Johnson and find that they have been reguluarly examined anil "that the examiner reports that they are Blind. We further tind their income to be less than Four Hundred Sixty-five ($465.00) per annum and recommend that their applications be granted and that there be appropriated and paid the sum of Three Hundred Sixty-five ($365.00) Dollars for each of said applicants making a total of Five thousuand one hundred ten dollars. They would therefore recommend that an appropriation of Twenty-five Hundred ($2500.00) Dollars for Relief of Blind be included in the tax levy for the current year. The • chairman then called upon Attorney J. J. McCauley, a member of the American Legion and Chairman of the .County Committee on Bogardus Levies. .Mi-. McCauley then addressed the Board and briefly outlined the Bogurdus Act and how relief was granted by the sevral American Legion Posts. „ David R. .loslyn "Jr., Commander of the McHenry County Council of the American Legion also addressed the Board on said subject'. A general discussion was then had by the members of the Board in regard to said matter. It was thereupon regularly moyed by Supr. Hale and duly nded by Supur. Stevens that the Levies of the several American Legion Posts be adopted as corrected and that the Commanders of the various posts handling funds be requested to furnuish good and sufficient bond for twice the amount of their Levies for the faithful discharge of said fund. State's Attorney Lumley addressed the Board and requested an appropriation of One Hundred Fifty Dollars ($150.00) for office expense. It was thereupon regularly moved by Asst. Supr. Donovan and duly seconded by Supr. Ackman that the request of the State's Attorney be granted and the County Clerk instructed to draw an order on the County Treasurer to the State's Attorney for the sum of One Hundred Fifty Dollars out of any funds that are not otherwise appropriated. The Committee on Finance made the following report, to-wit: Your Committee to whom was referred the matter of the County Tax Levy for the period from September 1, 1933, to the Sunday preceding the first Monday in December, 1934, would beg leave to submit the following report -on the matters before them: That we have ascertained the several -items of necessary expenditures for 'the county purposes as nearly as possible and recommend that the sum of Eighty* six Thousand One Hundred Eighty ($86,180.00) dollars for general county purposes, and the sum of Forty Thousand ($40,000.00) dollars for County Highway1 Tax, Maintenance State and State Aid Roads, making a total of One Hundred Twenty-Six Thousand One Hundred Eighty ($126,180.00) Dollars be levied as County Tax on all taxable property of said county and state aforesaid for the year A. D. 1933 request from the Illinois Emergency Relief Commission, funds to be allocated to said County for said relief. The motion to adopt was duly seconded by Supr. A petition signed by about three hundred residents of McHenry County was presented and read to the Board requesting the impovement of a road running north from Ridgefieid to Stone's Corners in said County. We also believe that the proper procedure would be for the City of Crystal Lake, Illinois to petition the Commerce Commission for a new crossing, as the crossing would be entirely within the city limits of Crystal Lake. Considerable trouble with the gasoline motor that runs the County's gravel crushing plant has developed. The motor has not enough power and is too light to stand the strain. Your Committee has looked at two tractors, a Hart Parr tractor, three (3) years old priced at nine hundred dollars ($900.00) and a Rumley OH Pull, 30-60 tractor, seven (7) years old priced at eight hundred dollars ($800.00) plus freight. Section 4 : $771.59 We have completed the surfacing with crushed gravel of about six and one-half (6V4) miles of road in the vicinity of Harvard, Illinois, using 8192 cubic yards of material. Agents for the International Harvester Company gave a price of Fifteen hundred dollars ($1500.00) for a new 50 horse power Diessel engine; one third down and a quarterly payment equal to the amount that would be saved thru using fuel oil instead of gasoline. It is estimated the motor would pay for itself thru this saving, in about four (4) years based on the present difference in price of the two fuels. We think it advisable to use the old engine as long as possible but recommend that the committee be empowered to purchase or rent a suitable power unit for the County's crushing plant at not to exceed $1700.Oo if in their judgment same becomes necessary. The crushing i?lant is now moved from Harvard to Ridgefieid to prepare gravel for Section 4 M. F. T.
