Turner and duly seconded by Supr, Fefris that the Resolution be adopted by a rising' vote. The membership of tne Board carried the mot ion and adopted' the Resolution by unanimously rifting. "ISupr. Turner of Hebron Township addressed the Board<and stated that the Chicago & Northwestern Railway Coo- V>any filed a Petition'- with the Interstate Commerce Commission requesting permission to completely abandon approximately forty miles of its line of Railroad, extending from Bain, Wisconsin to and including Alden, Illinois, commonly knOwn as the K. P. Line. He further Stated that this matter was referred to the Committee on Railroad and they hftd a meeting recently at Hebron,* Illinois, and that Supr. Beck was called in oh the meeting. He furher stated that the Railroad Is verv much needed in Hebron pnd Alden, and asked Mr. Beck to make a few remarks. Supr. Beck stated that he was very much surprised %1»ile with the Commltee on Railroad at Hebron and Alden, to notice the great amount of raw products such as coal, lumber, etc. that were shipped In to the two communities by rail, and that It was his opinion that the road should not be abandoned. After some further discussion, it was regularly moved by Supr. Kuecker and dulv seconded by Asst. Supr. McConnell that said matter be again referred to the Committee on Railroads; that said Committee prepare ft 'Resolution requesting that the rond be maintained, and that copies of said Absolution be certified to the Interstate Commerce Commission and the Chicago A ^Northwestern Railway by the Clerk wf this Board. Motion declared unanimously carried. . Several communications from th * State of Illinois Department of Public Welfare and State of Illinois Highway Department were presented and ordered placed on file. Supr. Stewart stated that seme time -*#*>. Coventor appointed a Commission to make an investigation and report ®t» the State Relief problem: also he read in a Chicago paper recently th ttie Governor was going to call a special session of the Legislature with regard to said matter, and no doubt some effort would he made to take the control of administering relief awav from the Supervisors and Overseers of the Poor asfd that he was not in favor of this being done, and that It was his opinion that McHenry County should have some rt^>res»ntation through Its Supervisors alid County Commissioners organizations at Springfield, at the spec'al session. After some discussion, it was Tje^ulhrly moved by Supr. Palmer and duly seconded by Supr. Ferris that the Committee be reimbursed for their peid| em and actual expenses at the special session. Motion declared unanimous ly carried. The Committee on Roads and Bridges made the following report, which, on motion of Supr. Ackman and duly seconded bv Supr. Qountv, Illinois: The undersigned members of the road and bridge committee for said County would beg leave to Submit the following ;renort oh the matters before them. That we met on May 12, 1938 and inspected the Anderson Bridge recently built in the Town of Marengo and known as section 16R MFT. and found some satisfactorily completed and decided to accept same in so far as the County is concerned. Due to the actual weight of the steel exceedlnc that shown on the plans as an estimnte, and due to longer piles being driven deeper below the foundations tban it was estimated they could be, calls for an extra due the contractor of ?650.00. We therefore decided to recommend thft a supplemental resolution be passed to provide for said expense from the MFT funds. We then inspected roads In the vicinity of Harvard and Lawrence. We also met on the 13th, 14th and 23rd days Of May and continued tjrie inspection of the State Aid Systern of roads In the County preliminary to planning the Season's work. Word was received that the Works Prop-ress administration desired to interview the road and bridge committee, and we met at the Court House .an the 2fith day of May, 1938 with Mr. A mo Kolls and a representative of • ^PA from Rockford, Illinois. They stated that they desired to work out n work project for the roads of the County as a whole. We told them that separate and distinct tax funds were. Involved, ind ki order to protect the County a System would have to be worked out to keep the funds separate, and that the County could be responsible only so far as the money was spent on State Aid System of roads, for which the County Highway Tax Is exclusively levied. They said that they thought this could be done (by making the Townships co-sponsors and having the officers of each sign for specific work In his Town out of the Township Highway funds, and makinir these papers part of the agreement. We informed them that we would recommend co-operation by the County In a project so worked out. On June 2nd 1938, we went to Alden. .Illinois and examined the Kolls and Nolan gravel nits and decided to set the small crusher plant in the Nolan pit. We then h»ld a Joint meeting with the road and bridg-e committee of Boone County. Illinois, for the purpose of inspecting th« bridges alone tlve County line be- •ween this County and Boone County The north bridge about 60 rods south of SBI Rt. 173 needed only a load of gravel on Uie approach and some additional fHling on a channel change. The next bridge near the Peterson Farm was found to need attention as soon as possible. The .January flood had washed out the bed of the stream under the bridge to a depth of 8 ft. at the middle of the stream and to the depth of the bottom of the mud sill at the north en.1 and the bridge had settled about 2 inches. It was decided to drive piles as close as possible to the north wall and hack them with plank and fill behind them with large boulders or with bags filled with gravel mixed with cement. At the Tanner bridsre new planking was needed for the winsrs also additional filling at the approaches and protection with stones Two other bridges, one on the Marengo and ofre on the Riley Town lines need a small amount of repair work consisting of 2 planks and soirie stone rip-rap. It was decided to recommend that the two chairmen of the road and bridge committees and the two County Superintendents of highways arrarige with contractors of worken to make the r»nairs and that the bills be oaid in proportion to the assessed valuation of the two counties as provided by law. On the 3rd day of June we met at the Armory at Woodstock with representative of the WPA and the Township Highway Commissioners of the County. A proposed county wide road project was discussed and most of the Township Highway Commissioners stated they would co-operate with the Works Progress Administration. We apain .met at Woodstock. Tn special cases where a greater expenditure Is necessary that same be equalised by putting in less time on the succeeding months as may be ordered by the cornmiltee. The matter of a so-Called county wide WPA project was discussed and it was decided to recommend that this county participate to the exent of $5000.00 or its equivalent including costs, out of the County Highway Tax funds, which taken a? ft local contribution of 20 per cent will allow for a $25,000 program on the County Aid System of roads, and we recommend that the Chairman of this Board be authorized to sign said project as sponsor and the Coiyity Su perintendent of Highways be also authorized to sign said project as sponsors aeent ; said signing to he done after examination of the project as written 4vith the advice and consent of the County Road and Bridge Committee and the State's Attorney of this County On our road trip we found the roads of the county to be in reasonably good condition, and the new road maintenance machinery is provihg satlsfactody. We found no breaks in the asphalt roads other than on the one built by the state as an experimental road near lohnsburg. W* decided to recommend that! the Ridgelleld and the Greenwood and the Harvard %sphalt road sections •-eceive a light seal coat this summer by dav labor work. At the special December 1937 meetng of this Hoard we filed our report showing said Bridge to lie completed, except for the painting of the bridge for which painting we held l>ack theN. = um of $300 as the painting could not •be properly done in freezing weather- Your committee met at the site of said Bridge on the 12th dav of Mav 1938 and found the painting of said bridge to have been satisfactorlly mpleted and decided to accept raid work and to rffCommend payment of the *300 held back. Mr. O'Brien nddressed the Board and stated that last Saturday, the Right of Way Committee, toarether with Stat>> Engineer#, were at Harvard invesigating the matter of Right of Way pertaining to th» Construction of a viaduct over the Chicago & Northwvstern Railway Right or Way on US Rt 14 In the Citv of Harvard and at that time, the purchase of the Right of Way, to the Committee find himself <ftd not look very favorable, but after thinking it over for a few days, he was of the opinion that the Right of Way could be obtained for about one-third of what was anticipated, and that he hoped the Committee would give the people of Harvard more consideration with regard to the purchase of Right of Way for thj,s much needed improvement. Supr. Carroll of Hartland Township, stated that it was impossible for the Board of Town Auditors to agree on the appointment of a Commissioner of Noxious Weeds and that under not carried.
