Mr. Chairman and Gentlemen of the Board of Supervisors: Your Committee on Eradication of Tuberculosis In Cattle would beg leave to report that they met in the office of the County Veterinarian in Woodstock, Illinois, on June 29, 1938 with full membership present, together with Dr. B. F. Kennelly, Coun.ty Veterinarian and took up the matter of the renewal of the contract of the County Veterinarian for the ensuing year. Your Committeje .would recommend that Dr. B. F. Kennelly be re-appointed County Veterinarian for McHenry County for the period beginning July 1, A D. 1938 and ending not later than June 30, 193a, at the same salary andspxpense allowance that he has received during the past year, and that upon his appointment he enter into contract with the Board of Supervisors tb administer the Tuberculin Test in McHenry County, and that said salary .and expense agreem «"t8 be made a part of said contract. The Committee on Roads and Bridges made the following report, to-wlt: Mr. Chairman and Gentleman of the Board of Supervisors, McHenry County, Illinois: Your Committee met on the 27th day of June 1938 and audited bills for labor and materials for Section 12, M.- F. T., and then went to McHenry andt inspected the work being done on Section 12. This road has turned out to"1 be the most difficult road job yet done by the County and involves' more than< 45000 cubic yards of excavation, tills across the swamps and an unusual num-'.V ber of culverts. The State approved' estimate of cost being $46,000, after the details of construction were Worked out- The original resolution-' t'ot this roadj based on average- cost of the other ' roads constructed by the County,- waS'. $27,000. our figures so far indicate that v we would finish the road at a cost ' . . of about $12000 under the estimate, , however the final cost will exceed the $27000 mentioned in the original reso- • lutions, and we considered shortening the three (3) mile section by leaving^ off the south portion of the road. Tho ' right-of-way was secured at a very reasonable figure and it would be a bad' precedent not to fulfill the promises involved, so we decided to proceed with the construction and recommend a supplemental appropriation of the need- ' • ed funds at a later date when more definite figures are available. We again nit t on the 2nd day of July 938 to vie^ the results to the County's roads bridges due to the terrific rain m in the north part of the County. We found that on the County State \id System of Roads, the bridge near the depot at Alden was completely ' «ashed out; this is a very important road and we found that a temporary oridge could be put in to one side and we secured a gasoline crane to drive----^ piles and place beahis and planks thereon for $150, exclusive of two helpers and a few additional planks. The bridge on the black top road in the Town of uunham, near the City limits of Harard, was washed out and destroyed; the bridge over the N'ippersink Creek at Greenwood was washed out, the north abutment completely gone and the souttt abutment so badly damaged and under- . . mined that it looked to be beyond repair from a practical stand point; the steel truss appeared to be in good shape but needed to be replaced by a longer tructure, as the creek had washed out, pike for more than fifty (50) feet beyond the former north end of the bridge and had also widened Its course at the f south end so that the south abutment was standing out in the creek. We thought the steel trusses could be saved and put to use at some other, location where it would fit conditions. The. shoulders and edges on a* portrion of the Greenwood, black top road are badly damaged, we think probably due to the culverts being blocked with trees . and hay. We'also report that the west abutment of the Smorje bridge on the Woodstock-Alden road, about one and one-half (IVfe) miles west of Route 47, on the Bole's corner road is undermined .ind out of plumb and needs to be re- 6 placed. The Warf brfdge in the Town f Riley is also out. We also passed several Town bridges that were washd out or damaged. We noticed that the bridges washed out were the older bridges of the County and Towns and of only sixteen (16) feet roadways, .: lardly adequate for modern traffic anyway, on main roads. Knowing the ex- • pense the County was put to for bridges washed out and dam.iged by the floods of last year, which put the Countv far in the red, we realized that all of these bridges on the County and Town roads i-ould not be replaced this year from current funds. We again met at Wopdstock, Illinois, on the 8th day of July 1938 and learned that the Works Progress Administration would try to grain help on the , washed out roads and ridges and would attempt to have something definite to : offer at the July 12th meeting of this B<mrd A representative of the Whitel'hillip Company, a . bond organization? was present and stated he thought the bonds of .McHenry County could be sold ; on two and o n e - h a l f ( 2 ' i ) t o t h r e e ( 3 % ) per cent interest. That it usually took forty-five (45) days to sixty (60) days - trom the time the first steps were taken to the time the bonds could be sold.
