The material is a natural product shipped in troni Alabama ana is said to be the only seal coat material that can be succesafully oiaded into place. We found the roads to be, in excellent condition and exceptionally smooth. We had already adve rlistd ior bids for seal coating1 several asphalt roads in the County by ihe old method of liquid asphalt and pea sue gravel. We again met at the Court House at Woodstock. Illinois on the 25th day of August li'38 to receive bids for the .materials and applying of asphalt 011 the Greenwood road, the Harvard-Diinaam loud, the Rid&efield roat':, and the Johnsburg road. The low bitiuer on the . !..rd-i_ unliam road was the Arrow .Petroleum Company of Fore.-st I'ark, Mllinois m the sum ,of $0.0897 per gallon for the asphalt applied. This company was also the low bidder on the first" application of asphalt on a portion of the Johnsburgj road at $0.0923 per gallon. Tne Andresen Corporation of Chicago, Illinois was low bidder on the final application on the Johnsburg road at ^o.o.si per gallon; on the Greenwood road at $0.0.s4 per gallon and the Kidgefii la Road at $0.07Si per gallon. 1'hc Consumers Company of t Chicago, ulinois was low bidder on the pea gravel at $o.60 per cubic yard. The matters were discussed and we felt that we would like to try the asphaltic limestone surface coat on the Ridgefieid road, if satisfactory arrangements could i<e made. We therefore decided to reject all bids on the Ridgefieid road and it lay owr the awarding of the Greenwood road for a few days. We then .i warded the Harvard-Dunham road, Known as Sec. 5-1 M. F. T. to the lovy .udder the Arrow Petroleum Company above mentioned. We also awarded the johnsburg road known as Sec. 9 T, M. F. T. to the low bidders of the first ..oat to the aforesaid Arrow Petroleum Company and the second coat to the Andresen Corporation of Chicago, Illinois. We ag*in met on the 30th day of August 1938 at the Court House, at Woodstock, Illinois, to consider further >he matter of seal coating the Greenwood and the Ridgefieid roads. We decided to award the Greenwood Road Known as Sec. 7-1 T. M. F. T., to the low bidder, the Andresen Corporation of Chicago, Illinois. We were undecided as to the Ridgefieid road, the amount of material proposed did not seem to be enough per square yard by the new method anu the cost would be higher, .itlhough it was claimed the asphaltic limestone would last three times as long and the State Division of Highways would approve of our trying oui the material. We decided to have Mr. >V. L. Appling, a representative of the company handling the asphaltic limestone material bring out a sample or the mateiial and actually spread if-on a portion of the Ridgeiield Road the next day. We then went to Greenwood and looked over the detour road made necessary by the failure of the Greenwood bridge and also examined the Jensen gravel pit nearby. We again met on the 3lst day of August, 1938. at Woodstock, lllinolx, with W. L. Appling, representing asphaltic limestone and together we went 10 Ridgefieid and watched the application of a sample of said material. We decided that a heavier coat than recommended would be advisable. We aeciued to advertise for bias under the J.-i' specifications of the Slate Division of Highways for 300 tons of material ior the KUtgefield Road. 260 tons had oeen the first recommendation as amount needed. Said bids will be received on the 16th day of September i»88. We recoiuiuenu tiiat a supplemental maintenance resolution be passed, appropriating $2,500.00 additional lor seal coat on said Ridgefieid Road. In the evening of the 31st day of August, 1938, we met at "the Court House with Mr. Kolls of the Works i rogress Administration and the High-, way Commissioners of the County and decided to approve the proposed County wide project and so instructed the Chairman of this Board and the County Superintendent of Highways, who were .luihonited to sign same on behalf of McHenry County, Illinois. The total pioject involves $270,813; from Federal funds $191,565 and from sponsors funds >79,248. Materials from Federal funds #22.790 and from sponsors fund $72,628 the rest being labor. Grading 150 miles if roads, 20,000 cubic yards of hand excavation, 500 cubic yards of concrete, (•O.OOO cubic yards of gravel in place are ihe main items covered.
