Red clay was encountered at a level of a ftxit or so above the bottom of the proposed concrete footing and the test pile was driven successfully to a depth of about 19 ft. and we ordered the contractor to secure and drive 24. twenty foot length piles for said abutment. We again met on the 13th day of January at the Warf Bridge in the Town <of Riley to witness the driving of the test pile in the east abutment. The bottom was gravel and the pile went down about 18.5 ft. and we agreed that the contractor should order and drive 20 ft. length piles for the east abutment. We decided that the County Board or Supervisors had considerable responsibility in the matter of the County Tloiid Issue I'ridges and in order to have first fciind information on th^ construotion of same, that the comniittcc shouldK inspect the jobs from time to time at critical stages of the construction That the Greenwood Bridge be looked after by Supervisors Freund and McConnell, the "Warf Bridge by Supervisors anf1 Dusenberry. and the Lillibridge and th^rpfen Bridges bv Supervisor Clawson. /Said four bridges being on the State"Aid -System of Roads. Wp again met on the 4th day of Febru «rv 1939 to witness the driving of the test pile at Alden Bridge. It was a sandy foundation and the pile went down about 18 feet below the level of the bottom of the footing. We^decided the contractor should order and drive 18 ft. length piles. We also inspected the work being dobe at the Lillibridge Bridge. The contractors having reque3ted an estimate on the completed bridge work and materials furnished, we met at the Warf Bridge »n the 7th day of Februarv 1939 and found the east abutment completed and the piles driven and the concrete footing of the west abutment completed all substantially in accordance with the plans, specifications and contract. There appears to be a substantial error in the amount of concrete shown on the plans, and we instructed the County Superintendent of Highways to write the State Bridge Department to recheck the quantities. The County Superintendent dr* Highways informed us that his term of office had expired since the last meeting of the Board of Supervisor iind thnt due to a change in the law, he was informed it was no longer necessary to name candidates to take an examination, provided the majority of the Hoard ot Supervisors desired to retain the incumbent. We therefore decided unanimously to recommend that C. L. Tryon be reappointed as County Superintendent of Highways for McHenry County, Illinois, fpr the ensuing term of office. Owing to funds running low we decided to temporarily lav off the county road employees working out from the County tool house, known as the special crusher and grader gang. In case of snow or emergency, we would call them out for snow removal and the emergency. Wp have received and turned over to the County Treasurer for the County road fund, for Motor Fuel Tax fund, rental on County owned machinery on Sections 10. IT and 13. the sum of $381.29. which said sum is hereby reappropriated for road purposes, including purchase of road machinery and the repair and storage of same. Your Committee estimates that there will he necessary for the care of the McHenry County Patrol System of Roads, an appropriation of $2,000.00 from the County Highway funds uatll the next meeting of this Board. Illinois: Your Committee to whom was referred the matter of the construction of v new bridge at tho site of the NOE BRIDGE, between Sections 8 and 17, over Rush Creek in the Town of Marengo. In said County, would beg leave to submit the following report on the matters before them: That we met at the site of said bridge with the Highway Commissioner of said Town, and the County Superintendent of Highways and Eric Boiander, the contractor, on the 6th day of February. 1939. After considering the5 matter of moving the Noe bridge location. so as to do awav with the bridge about sixty (60) rods to the north, we decided that the bridge, if-moved to the east, would come too close to a set of Luildings and a farm to the west would be cut off, frqm access to its land east of the creek, and it appeared jthat the right-of-way .would have to be condemned anyw&y. When the matter of a new bridge to the north conies up, the noryi and south road can be swhns to the southwest and not have to cross the Rush Creek, but meet the east and west roads just vest of the "yoe Bridge. We therefore decided to build the new bridge at the site of the old bridge. - \Ve thereupon awarded the contraet to the low bidder, the Eric Boiander Construction Company of Llbertyvllle. Illinois on their bid aggregating $12.- 206.15 and authorised the Chairman of this Board and the County Clerk to sign the contract and approve the bond. All of which is respootfuiijr aubsnitted. *2. We again met on the next day to witness the driving of the test pile. Tile bottom of the concrete footing conies at a level below the gravel strata and into a hard pan clav and after drlvine on the pile for more than an hour, the pile would go nt> farther and had penetrated only a little more than seven (7) feet. So we decided piles were not necessary and Instructed thn contractor not to order or drive piles. We decided the Committee would Inspect the construction of the bridge at critical stages. We again met at the site of said bridge on the 31st day of January 1,9S9 to witness the pouring of the concrete in the east abutment footing; but there was considerable ice and a snow storm came up and it was decided to postpone the work until the next day and we again, met to witness the pouring of said footing on the 1st day of February, 1939. A Resolution of the Board of Supervisors of Whiteside County opposing reduction of Motor Vehicle License Fees was presented and read to the lioard. Supr. Freund stated that he was in favor of a reduction in Vehicle License Fees and felt that an increase in Gas Tax, if^it coujd be proportioned to the Townships, would he a great benefit, due to the extensive road work being done by the Townships.
