The following Maintenance Resolutions were presented and read to the Board, to-wit: Maintenance Btiolntioa Ot County Board of Mcilenry County requesting approval of the use of money allotted to the county under the provisions of the Motor Fuel Tax Law. RESOLVED, by the Board of Supervisors, of AlcHenry County, that public interest demands the maintenance of sections of the public highway all located on State aid roads and originally constructed under the provisions of the "Motor Fuel Tax Law," approved March 25, 1929, designated as follows: State Aid Route 2, Motor Fuel Tax Section 200-IT $360.30 and be it. further RESOLVED, (1) that the above designated sections be maintained under the provisions of said Motor Fuel Tax Law during the year ending December 31, 1940. The Committee on Roads and Bridges presented the following report, which on motion of Supr. Kuecker and duly seconded by Supr. Turner, and the roll being called, was declared unanimously adopted, to-wit; Mr. Chairman and Gentlemen of the Board of Supervisors, McHenry County, Illinois: The undersigned members of the Road and Bridge Committee for said County, would beg leave to submit the following report on the matters before them: That we met on the 22nd day of August, 1940 to witness the placing of the cover coat on the Greenwood asphalt road known as section 29-IT, MFT. The work appeared to be very satisfactorily done. This is a machine mix and machine finish job and the County furnished the screened stone for the base course. We then went to Franklinville Road and found the grading nearing completion with the exception of the north one-half mile which is still held up by right of way difficulties. We again met on the 28th day of August 1940 and found the Greenwood asphalt road completed except as to the final seal coat and allowed estimate No. 1 equal to 90 per cent of the value of the completed work and materials. We also inspected the McHenryCrystal Lake road which is being built by the Stale with Government funds and it will soon be ready for the oil mix top. We decided to appropriate $1000 or so much thereof as is necessary out of the County highway funds for this purpose, and instructed the SuDt. of Highways to secure prices on the various sizes needed from several companies. The final seal coat for the Hartland, Union and Greenwood asphalt roads is to be placed this week, weather permitting. We" decided that these new asphalt roads and the McHenry East River Road, should be shouldered with gravel before winter sets in. In order to do this work with motor fuel tax funds a maintenance resolution will be needed, passed by this board. To McHenry (County Board of Supervisors: The officers of the McHenry County Tuberculosis Association met in the Court House in WOodstock on August 23, 1940 with Mr. Henry Turner, Mr. J. E. Harrison and Mr. H. C. Meier, members of the committee from the Board beis of the commiatee from the Board oi Supervisors. Motion was made by Mr. Harrison and seconded by Mr. Meier that this budget and request be filed with the County Clerk to be presented to the Finance Committee of the County Board of Supervisors that it may be included in their annual budget. Carroll that the report be approved and placed on file. Motion declared unanmioussly carried. Supr. Wittmus addressed the Board ad stated that Frank Merrill, one of the Judges of Election in his Township, has has moved outside of the Township, thereby creating a vacancy, and that he would move at this time that Claude Pagel, a qualified elector and resident of his Township, be appointed to till the vacancy. Said motion was duly seconded by Supr. Turner Bnd declared unanimously carried. Asst. Supr. Rosenthal, Chairman of the Special Committee on County Zoning, stated that he was very sorry that he had no report to present at this time, due to his illness and confinement for over a week in the Sherman Hospital at Elgin, but hoped to have a report for the next meeting. He further stated that he would like to know who the other members of the Special Committee were: that it appears from the record that the appointments made "by Mr. Stewart as Chairman of the Board for the year 1939, are not of record. After some discussion, it was regularly moved by Supr. Turner and duly seconded by Supr. Wittmus that Asst. Supr. Rosenthal and Suprs. Beck, Dusenberry, Ktevens and Filip as the Special Committee on County Zoning be instructed to make an investigation with regard to County Zoning and present a report at the next meeting of this board. T,o the Chairman and Gentlemen of the Board of Supervisors: Your Committee on Finance would beg leave to submit the following resolution and recommend its adoption towit: WHEREAS, there is not at this time sufficient money In the Treasury of McHenry County to meet and defray the ordinary expenses of the County, and it is necessary at this time to provide a fund to meet all such expenses by Issuing and disposing of anticipation warrants to be drawn against the County Tax levied in the year of 1940 in the way and manner provided by the Statute of this State for the issuing and disposing of warrants. BE IT RESOLVED by the Board of Supervisors of the County of McHenr? that the County Treasurer of this County be and he is hereby authorized and directed to issue and sell as needed, anticipation warrants to an amount not to exceed the sum of $25,000.00 against the County Tax levied in the year 1940, but ih no event shall the anticipation warrants issued exceed ;75% of tnie amounts of the appropriation tax levied for the year 1940; tnat said warrants shall be issued as needed in the sum of $5,000.00 each and each bond to be so drawn so that the same shall draw interest at the lffweSt available rate not to exceed 4% per annum from the time of its issuance until paid or until notice is given that said warrant is recalled for payment, which anticipation warrants are issued for the purpose of creating a fund from which payment of the ordinary and necessary expenses of said County may be paid. Turner and the roll being called, was declared unanimously adopted, to-wit: Mr. Chairman and Gentlemen of the Board of Supervisors, McHenry County, Illinois: The undersigned members of,the road and bridge committee of the said County, would beg leave to submit the following report on the matters before them. That we met on the 11th day of September 1940 and inspected the seal coat work being done with asphalt on the R^yer road south east out of McHenry and found it satisfactorily completed. We then went to the Franklinville road and inspected the work being done on the construction of section 19 MFT, especially the two bridges which are omitted from the plans and are to be left in use. The concrete floors of the old bridges were found to be very rough and showed considerable wear. We decided to have them covered with a seal coat of asphalt and pea size gravel. We again met on the 24th day of September 1940 and inspected the grading and clearing work being done on the Algonquin-Cary Road which is now under way with Motor Fuel Tax Funds. We also inspected the construction of the Federal Aid section of road being built by the State between Crystal Lake and McHenry and is to be turned over the County Collector showing the to the County for maintenance. S. grader and contractor type tires and IJ. S. heavy duty truck tires, ill manufactured t-y IJ. S. Rubber Company and bearing full factory serial .lumbers which represent full factory guarantee against defects in workmanship and material. We decided to ac cept the lowest bid as above described and awarded the contract to Bunge's of Algonquin, Illinois, for said U. S. tires. This'exceeds the appropriation of $1000 made last meeting by this Board and we'hereby recommeno a further appropriation 1 of $152.31 to close the matter. W6 kiiscussed the matter of repairing and widening the Hemmer Bridge, one milte west of Huntley, Illinois, and not waiting any longer for the WPA project, and decided t.h£t the work should be done provided satisfactory arrangements could be made with a contractor probably on a day labor basis.' The probable cost would be about $1900, if old floor can be saved. We have received from the motor fuel tax funds rental on County owned machinery and turned same over to the County Treasurer for the road fund as follows: Section 12, $5.00; Section 19, $1,884.49; Section 20, $6.50, a total of $1,895.99 which said sum is hereby reappropriated for road purposes including the repair, storage and purchase of road machinery. Your committee estimates there will be necessary for the care of the McHenry County, Illinois patrol system of roads an appropriation from the Mc- Hesry County Highway funds of $3,000 until the next meeting of this Board.
