The Alden Road known as section 20 M. F. T. and the Sprint Grove road known as section 13 MFT are ready for bituminous surface, and we decided that steps ought to be taken at once for said Improvements, in order that contracts can be let and the asphalt work performed in the early summer. We Instructed the County Superintendent of Highways to prepare the proper improvement resolutions and we recommend that they be passed for th«se two roads by this Board at this time. Tn order to create a fund for maintenance of roads built out of the motor fuel tax funds for the ensuing year it is necessary that a maintenance resolution be passed at this time, and we Instructed the County Sunt, of Highways to prepare a proper resolution for said purpose and w* recommend that same be passed by this Board at this time. ' A delegation of men from Hampshire Kane County appeared before the com*- mlttee and requested co-operation to h|«*ck top the state Aid Poad that runs between Harmony in McHenry Countv and Hampshire in Kine County. We decided to hoM a joint meeting with the road and bridge committee of Kane Coo.nty on said matter and also on the matter of the one mile gan tn tho concrete highway between Algonquin and Harrington in the McHenry-Kane County line. The matter of the improvement or the dla*on«l road thit leads past the Crystal Loda-e near the south east corner of the City of Crystal Lake southeasterly to State Bond Issue Route 22 about one m'te north of Algonquin, Illinois. was d1<""issed. We also decided to curtail the road work as has been customary during the winter months, and instructed the County Sunt, of Highways to write the road patrolmen not to exceed *50 per month each month expense except on specific orders of this committee. We also flfecided to adopt a 40 hr. week for the men working out from the Countv shop, overhauling machinery, hauling cinders and trra\el. However in case of snOW blockades on the highways the 4o hr. week is not to apply, and that 10 mea be retained to operate the snow plows on the County's 3 trucks and 4 tractate until further orders. We met at Richmond. Illinois on the 31st day of January. 1941 to consider the matter of black topping the State Aid Road that leads west out of R"»amond. Illinois past the cemetery. T&e commissioner ofl Highways of the sartd ToWn of Richmond. John Mcponald, was present and offered to take over the highway for future maintenance if a black top surface is constructed thereon and said road to be discontinued dg a Slate Aid road and revert to the Town of Richmond. This piece of road lt»a off by itself with no other State Aid Route near and Is taken care of by our patrolman who resides in Spring Grove Illinois and he must travel many miles to get to It. We decided to recommend that this road be Improved out of Hie regular highway funds with plant ml* aaphalt surface and then be taken off the State A.Jd'Sy«fem of roads and turned back to the Town of Richmond fir maJntneance.
