Woodstock, Illinois on the 3rd day of September to consider the matter of a prime coat of asphalt for the road north out of - Ridgefield, Illinois to Maxwell's Corner, to protect the base. The release of the . asphalt papers'had been received from the Government with minor changes on the application form. "We decided that the changes were of minor consequence and that we would advertise the job for bids* and set the date as Sept. 15, 1943. Rosenthal addressed the Board and stated that he was informed that a modern building was going to be bui.lt just east of the County Highway Garage outride .of. the city limits in Dorr Township to be used for the bute. horing and dressing of calves, etc. for all of the calf buyers in McHenry County and that the owners of said property would like permission to connect to the sewer outlet built by the County for their garage and connecting to the city sewer. Supr. Ackman, Chairman of the Road and Bridge .Committee, st'atfd that it was his opininon that the matter should be thoroughly investigated and that if they are 'allowed to connect to said sewer, they should be will ing to pay for some of the cost of the installation of said sewgr. Supr. Beck stated that iti;was his opinion that the Board should be very careful in this matter and proceed cautiously and that the people living close to where this building is being erected should be considered in this matter. After some further discussion, it was regularly moyed by Supr. Fi'lip and duly seconded by Supr. Ferris that said matter be re-, ferred to the Land^ and Lots Committee and the Road and Bridge Committee givin-g said Committees full power to act. The Chairman declared the motion unanimously carried. Supr. Ha. rison, Chairman ot the Delinquent Tax Committee, reported that to date there has been collected in back pi sonai property _ taxes over $lo,000.00 and uir.ough the insistence of the Committee, many tax payers have paid back leal estafe taxes. Supr. Harrison further stated that his committee would have a more complete report to give at the next meeting of this Boand. A general discussion was then had concerning delinquent tax problems and it was the opinion of the members present that the good work should be continued. Soiiu of the members of the Board were ot the opinion that the State's Attorney and his assistant, if suits were brought, could handle them. Supr. Harrison stated that in his opinion it would be asking too much of the State's Attorney for tile reason that due to the legal requirements to bring a suit, it would take up practically all of his time for the next year and that it was his opinion that if suits were brought, a special State's Attorney should l/e hired to have charge of the legal end of said suits. After this job had been advertised for bids the priorities on asphalt were .lifted and we decided that there was a chance to build a full 3 inch thickness road as originally planned. So we decided to reject all bids and returned them unopened to the bidders and advertised the work for bids to be received September 27th, 1943, for a 3 inch thickn'ess asphalt road. We met on Sept. 20th and 23rd and inspected gravel pits in the vicinity of the road being built north of Greeijwood known as section 31 M. F.. Ti The pits examined were the Twomloy pit, Okeson pit and Hanson pits. We arranged to get the necessary barrow or filling mar' terial at the Carl Okeson pit, about 1 mile west of the road1 under construct ioil at' 1 <> cents per cu. yard. We ordered test holes' dug at the different pit Kite's.
