The following report of action taken by the McHenry County Board of. Appeals operation under the McHenry County Illinois Zoning Ordinance was presented and read to the Board, to-wit: Copy on file in the County Clekr's office. It was thereupon regularly moved by Asst. Supr. McConnell and. duly seconded by Supr. Kpecker that the report be approved and that the action taken by the said Board of Appeals be approved and as outlined in the Petitioners' Application, as stated in said Petitions no on file in the office of the County Clerk, be ordered, and that said Zoning Ordinance of McHenry County be amended to conform with the prayer of -thi> said Petitions and the roll being called the Chairman declared the motion unanimously carried and the report approved and the Ordinance amended. The Committee on Fees and Salaries presented the following report which on motion of Supr. Wittmus and duly seconded by Asst. Supr. McConnell and the roll being called was declared Unanimously adopted, to-wit: i November 4,ih 1946. To the Chairman and Gentlemen of the Board of Supervisors: Your Committee on Fees and Salaries beg leave to report that they met at .. .the Court House in the City of Woodstock pn the above mentioned date to consider a request of the Probation Officer of the County Court for an increase in salary and car allowance for mileage. And the Chairman, declared the motion unanimously parried and the resolutions adopted and the recommendation approved and adopted by this Board. , The following report of the Special Committee to whom was referred the matter of the improvement of the Walter's Bridge in Chemung Township was presented and read to the Board, to-wit: Copy on file in County Clerk's office. The Chairman stated that he did not believe that the action taken l>y the said Special Committee was In line with previous action taken for Improvements of this kind and that he would suggest that the matter be reconsidered. After some further discussion with regard to said matter it was regular / moved by Supr. Kuecker and duly seconded by Supr. Harrison that the report of the Committee be approved and thnt riaid report be placed on file pending further action by the Highway Commissioner of the Township of Chemung. And the Chairman declared the motion unanimously ' carried. A Plat of OakWood Hills Subdivision in Dorr Township was presented to the Board for Approval. It was thereupon regularly moved by Supr. Harrison and tluly seconded by Supr. Nolan that the l'lat be approved and that the Chairman and Cler|t of this Board be athorised to sign said Plat showing approval thereof, and the Chairman declared the motion unanimously carried and the Plat approved. Statement of condition at the close of business on the 30th day of 'September. 1946 of the State Bank of Union, The Harvard State Bank, the State Bank of Richmond, the Algonquin State Bank, the First State Bank of Harvard, the West McHenry State Bank, the State Bank of Huntley, the Home State Bank of Crystal Lake, The State Bank of Woodstock, the Hebron State Bank, the Cary State Bank, and the Marengo State Bank, and the First National Bank of Woodstock, were presented and read and upon motion of Supr. Meier and duly seconded by Eupr. Kuecker and declared carried, the said banks were authorized to continue as depositories of the funds of the McHenry County Treasurer and Ex-Officio Collector. Asst. Supr. McConnell, Chairman of the Committee on Resolutions, addressed the Board and stated that due to the absence of one member of his Committee the said Committee was unable to meet to consider the two resolutions that were referred to them al the October, 1946 meeting, but that he hqped they would be able to meet in the very near future. The Chairman stated that he did not believe there was any great hurry for action on the said resolutions. Asst. Supr. McConnell again addressed the Board and stated that Mr. Bischoff, owner, together with, his wife, of properon the end of Calhoun Street, in the o? Woodstock, lying west of tlM itaf jftwmr mupmy that formerly a part of the old Fair Grounds and lying west of Route 47, spoke to him recently Concerning the title of the triangular tract of land and informed him that according to an old deed they had in their possession that the said property In question should have reverted back to his wife at the time that it ceased to be used for Fair Grounds purposes. He stated further that Mr. Bischoff is .not concerned about the title but he does not want anv building constructed of a industrial nature placed on the property and that he would like to have a long term lease from the County so that he could make a small park out df said property. Asst. Supr. McConnell said that he was bringing, up this matter to find out of the Board desired to have it re-referred to the Committee on Lands and Lots. After some discussion with regard to said matter, it was regularly moved by Supr. Meier and duly seconded by Supr. Nolan that all questions pertaining to said property be re-referred to the Committee on Lands and Lots for their consideration. The Clerk presented lists of claims against the County and upon motion of Supr. Kuecker and duly seconded by Supr. Meier and declared carried, the said claims were referred to the proper committees and the Board adjourned to 1:30 o'clock P. M.: for committee work. 1:30 O'CLOCK T. M. That we met on the 11th day of October, 1$4$, at Woodstock, Illinois and dedded to approve the application for n permit to construct and operate a 4160 Volt electric distribution line tn Section I, Town of Dunham, and also in Section 6 and T, Town of Seneca. S. A. Rt. 6 for the Illinois Northern utilities Company 0< DlXon, Illinois. We authorised the County Supt of Highways for sasid " tjp, to sign said permit on behalf of y County, Illinois. we met on the 32nd day of October, 1141, at Woodidock, Illinois, to dldpuss the matter of purchase of necessary road machinery for the County. For many years past road machinery has been almost impossible to get and Ittttth of our equtpmwt is badly worn end' needs replacement. We were informed that if machinery was needed for Spring delivery tt ahoulrt be ordered De decided to in- - of cost and per- #WefTnodels of tmtoVs, scrapers, motor graders and sheeps foot roller. We have made three- trips to see the caterpillar, Allis- Chafmers, LeToumenu and Gar Wood machines perform. All are good • chinss and we have not made up our minds as to which would be best for McHenry County conditions, but we have In mind the purchase of a motor grader, a large tractor and scraper outfit, and a sheep foot roller. There are sufficient funds available from the rental of machinery to make these purchasss and we reocminend that this Committee be authorlcei^ to act for the County in the purchase of the above named machinery out of the said rental and building funds heretofore re-appropriated for said purposes. We also met on the 4th day of November, 1946, on the matter of the Robert's Road being constructed by Lake County, Illinois up to a proper connection with a road on or near the boundary line of said counties in the Town of Kunda. This County purchased the right of way for said connection several years ago. Lake County is now constructing the road and because of the right of way agreements which lhange the road from between the house and barn of the old Clark farm a new location west of the farm house, about 900 feet of new road needs to be built through a swamp In McHenry County to connect with the old County Line road. We punched a rod down through the soft muck and peat from 2 to I feet at various locations. We are also informed tha the old road nearby Is built on 4op of logs laid across the road. There is a solid sand bottom and we decided to remove the peat and soft materl"! refill with a sandy gravel. We could hire a light crane at $8.00 per hour to do the digging and load the County trucks with the County's 3-4 yd. shovel to 00 the filling from a borrow pit on 'the Geo. Scheir farm nearby at a cost of 10c per yard for gravel fill. We esstimate the job to take about to days at a cost for labor of $720, crane rental $600, gravel fill $600, gasoline and oil $400, or a total of $2,320.00 We are obligated to do this work b yagreements of several years standing and we expect to start work the latter part of this week. Lake County is to gravel the road anad raise it to proper grade. Federal-Aid Secondary Improvement Resolutions were presented and read to the Board, the first of said resolutions beuii; Federal-Aid Secondary Route 35, State Aid Route 12. and the second of said resolutions being Federal-Aid Secondary Route 23, being Sti*te Aid Routes 32 and 8. The Resolutions as presented and recommended for adoption by the • Road and Bridge Committee, asked for the Improvement of said roads with a gravel base stabilised with Portland Cement. Supr. Filip addressed the Board and stated that the people of his Township, where one of the roads Is to be built, would much rather have a black top road than soil cement and that he would move at this time that the resolution be changed to read that the said roans be improved "by black top. Supr. Filip's motion was duly seconded by Supr: Ackman. A general discussion was then had by the members of the Board concerning the relative merits of black lop roads and soil cement mix roads.
