Secretary of State Edward J. Barrett said. A new provision of the law, enacted in 1951, permits the mother, father, sister, brother, husband or wife of a man or woman in the service to request that the ballot be sent, Mr. Barrett pointed out. The requests should be presented to the countjr clerk in the home county of the person in the service. The applications will bf accepted until Oct. 30 by the county clerks, in accordance with the law which sets the application period as not more than 100 days I and not less than five days before the election, Secretary Barrett said. The county clerks will have ballots available forty-five days before the election for those whose applications are on file, and will mail them directly to the service men and women with return self-addressed envelopes. The ballots must be baok in the offices of the county clerks by election day in order to be counted. Secretary Barrett pointed out that these special provisions of the law apply only to service personnel. All others come under the civilian absentee voting laws.
