UPHOLD LAW The recent decision of 2 State Supreme Court upholding the new Illinois law which calls for payment for care of mental patients in state hospitals is expected to bring about a substantial increase in collections for such pa re, according to officials of the state Department of Public Welfare. Up to Oct. 31, the department has collected $1,137,- 000 and has billed an additional $1,262,000. The reimbursement law became effective last Jan. 1, and was declared unconstitutional by a judge of the Cook County Court June 27. On Nov. 20, the State Supreme Court sustained all challenged sections cf the law.
