Thursday, September 2, THE McHENRY PLAINDEALER Page Fhr* • DOVE HUNTERS ARE WARNED AGAINST frSE OF SALT OR LUBES Dove hunters are warned that use of salt in "any form to lure the birds into shooting range is prohibited by law, it was announced recently by Glen D. Palmer, director of the Illinois Department.. of" Conservation. Salt,, along with various food, -grains,;, is specified -iff; the', federal regulations prohibiting baiting to ai^ract migratory gamfe birds^ •tfh*e section prohibiting baiting^ states that "migratoi y game birds may not be taken by the aid of salt, or shelled or shucked or unshucked corn, wheat, or other grains, or other feed or means of feeding similarly used to lure, attract, or entice such birds to, on, or over the area where hunters aie attempting to take them." The regulations, however, do not prohibit taking migratory game birds at areas where grains are scattered "solely as a result of normal agriculturl planting or harvesting." . .The Illinois dove season .got under way Sept. l and Will close on Oct. 5. Shooting hours are from one-half hour before sunrise until sunset. Bag limit is eight per day and eight in possession. Dove populations this year show an overall increase of about eight or ten per cent, Palmer noted. With nesting activities cojnpleted, doves already have Started to band together. Large flocks have been observed throughout many areas of the state, he said. Healthy Children Are Better Pupils Healthy children have the best chance to learn and to adjust socially and emotionally in school. Miss Pauline Brimhall, health specialist at the University of Illinois, says your child needs a complete physical examination, including a medical and dental check-up, before entering school. In a routine health examination, the doctor will check on height, weight, eyes, ears, nose, throat, lungs, heart and abdomen. He will also give blood and urine tests and other laboratory tests. Poor eyesight or defective" hearing may cause a child great difficulty in the classroom. He might not be able to see the blackboard clearly or to hear and understand what the teacher says. A good ch^pk-up will detect -any health problems which, if not taken care,, of, may retard your child's progress and adjustment. You will want to give your child all the protection he needs for starting school. This includes all the recommended immunization procedures for protecting him against the preventable diseases, such as smallpox, diptheria, whooping cough and tetanus. More regular attendance and better progress in school aro likely if your child has had a £ood physical check-up and obtained needed medical care. Good nutrition and adequate rest will also help to prevent illness and promote good health, which is one of the major requirements for success. ORGANIZE THROUGH STATE FOR APPROVAL OF REAPPORTIONMENT County by county organization for the proposed Blue Ballot Reapportionment amendment was begun last week by more than 500 Illinois fami leaders who at- j tended a special Blue Ballot meeting, held as a feature of Farmers' Day- at the- Illinois state-- fair. They will lead1 the Illinois Agricultural association cair.naign for the amendment rr'.icb would remap the legislative districts in the state on a fair basis, giving downstate permanent control of the Senate and providing for reapportionment every ten years on the basis of population in th° House. Rep. Alan J. Dixon (D) of Belleville, summed up the" meeting giving these reasons to the farmers for supporting the amendment: "1. This Amendment still leaves control of both Houses of the Legislature in the hands of the so-called 'downstate-thinking' legislators. "2. This Amendment * is an honorable compromise which, while it completely satisfies almost no one, embodies most of the elementary principles of fair Play. "3. This Amendment will reapportion a great modern midwestern state after over fifty yea^a of inaction and lethargy. Mid more perfectly attune it to khe times." ^Republican support for the Reapportionment Amendment was equally enthusiastic at the meeting. Governor William G. Stratton and Rep. Hugh Green (R) of Jacksonville, who shared the platform with Dixon and Samuel W. Witwer, Jr., chairman of the Illinois committee for Constitutional revision, also urged all-out support for the Blue Ballot. Rep. Green told the farmers that "Never before have the people been offered a proposition that is ao reasonable and so right and that at the Same time is capable of receiving a favorable vote." Both Witwer and the governor warned the farmers to beware of those who oppose the Amendmefitby offering "delusions" to the people. "Cynical legislators are unfortunately trying to pit one part of the state against another," Witwer charged. "Dolt't be deluded by legislators who say that the Amendment gives Cook county control of the Legislature when they are downstate, and then when they are in Chicago, pressure CIO leaders to oppose the Amendment because the proposal does not proyide for popular representation which would give Cook county control of the Legislature." Governor Stratton also pinpointed the opposition to the Amendment. He charged -that Chicago's ' West Side Bloc districts are irresponsible to the public good. "Yet," said Stratton, "the West Side Bloc has a greater voice today in our state legislature proportionately than do the farmers of Illinois." Dixon answered the charges of some legislaors -- many from his own party -- that the Amendrrtfent is weighted in favir of Cook county. "The honest fact of the matter, as every Legisla tor knows, is that the balance of power will still be. quite safely tucked away in the back pocket of downstate Legislators," Dixon stated. "Every Legislator who has ever passed a pet bill through his own House, only to have it defeated in the other chamber, knows full well that it takes a trip through both sided of the General Assembly to get a bill to the desk of the governor. And every Legislator knows that no j bill which will adversely affect j either Chicago or downstate J Illinois will ever be enacted into: law if the proposed Reapportion-* ment Amendment is adopted."
