"We cannot revoke the driver license of the most dangerous driver in the state unless we know who he is," Secretary Carpentier said. "And we must depend upon local officials -- police and the courts -- to tell us who he is by reporting all convictions for traffic law violations." Mr. Carpentier described the new Drivers' License Law as "a good one, intended to enable the state of Illinois to deny habitually reckless, careless or incompetent drivers the privilege of using our streets and highways." "It will do exactly that," he said, "if those drivers are identified for us at the local level, the only place where they can be identified." ^ ^ Secretary Carpentier urged the delegates to do a conscientious job of serving the public. New services should not be started, even though there is a great demand for them, when there are no funds to finance them, he said. "Local officials must give the people facts, tell them that a new service means added expense an$ added expense means higher taxes. Then let the people decide through rferendum whether the proposed service is worth the cost," Secretary Carpentier said.
