After the Stamp Office printed that one card and returned .it to the -manufacturer, it was then packaged with the rest of the deck under the supervision of a government official The object of this complicated routine was to make certain that the government collected the tax due on each pack, the special ace serving as a sort"of tax stamp. Since the government-produced card was engraved by persons more familiar with stamps and bank-notes (design of which most be safeguarded against forgery) they added swirls, scrolls. Other nicknames have been given the ace in other places. In one section of England, for example, it is still called "Tib" although no one seems to know why.
