" The state purohases millions of dollars of items falling within these general descriptions, andf you don't need to know any big politicians .to get orders. The state purchasing agent is a very capable and likeable fellow named Vernon (Forgue, whose office is located in the State Armory, Springfield. Mr. Forgue does the purchasing for all of the departments organized under the governor, including ithe various state offices in Springfield, Chicago and elsewhere in the state, as well" as for the state institutions. Items purchased througih the office of the state purchasing agent, except in emergencies or where the total cost is less than $200, are upon open competitive bids. A salesman or merchant desiring to bid for state business should first take steps to have his name placed on the bidders list for the commodity or product upoin which he desires to bid. This can be done by completing and filing the forms wthich will be senit by Mr. Forgue upon request. Except as ito small and emergency purchases, all bids are sealed, and are opened in a public ceremony which the bidders themselves may attend. Contracts are awarded to those i whose bids meet the specifications of the invitation to bid, and are ithe lowest and best bids received. Consideration is given to the responsibility of the bidder and in some cases a performance bond may be required. Wihen a bid is accepted a bindr ing contract results, and the state and the successful bidder; are held 'to the same obligations , as are other contracting parties, i Many persons complain about i the large sums spent by the | state, but relatively few partici-! pate in the business which the state carries v on with private concerns. Many persons who take a keen interest in our state government fail to realize that they could perform a service for the people and also benefit-themselves by doipg.business with tthie state. There is slight chance of excessive profits or commissions on sales made to the state -- for the competition is keen and the state purchasing program is designed to secure quality at the lowest possible price. The principal advantage which a bidder can secure is for the state to specify a product which closely matches the bidder's product. Another ad vintage can be gained by persuading ' '"the state that it should purchase a product of the type handled by the prospective bidder.
