By State Senator Robert McClory So far, more than 1,000 bills have been introduced in the current session, of' .the Illinois General Assembly. This means more than 1,000 potential laws. Before the end of the session, which will end on June 30, a total of about 2,000 bills will haVe been presented. Close to half of these "bills"' will be passed, and our state thereby will have added about 1,000 new laws, or changes in our existing laws. This is a, formidable volume of new rules for us to live . by, and with. Fortunately; many of the new laws will result in only tecCvnical or minor chaaiges involving the revision of .a few words or figures. For instance, laws affecting salary changes of elected officials will change only the figures behind the dollar signs. fRiere will be many new laws of this. type. But other bills, if enacted into law, will add dietailed and voluminous sections to the Statutes. The proposed Waukegan Port District Act is eight pages long. The proposed Use Tax law covers close to fifty pages. The proposed new Banking Act, the proposed changes in 'the Civil Practice Act, and itihe new Drainage Act cover a total of more than 100 pages of technical material. In 1949 we saw the &ast of the single volume Statute books. Beginning in 1951. (the Illinois Statutes were included in two volumes, each about 5 inches thick and covering a total»of more •than 4,000 pages. The tortuous path a "bill" must follow before it becomes a law was covered in earlier articles. Certainly the statute books woulii be even longer if it were any easier to convert "biHs" into laws. But where is the stopping point ? When do we start to regulate human conduct by moral laws and customs instead of written statute law ? Surely, much legislation is superfluous if not completely useless. Many laws are the result of, wishful thinking on the part of some wen meaning or accommodating legislator who' expects that a new law will result in the establishment of a new -standard of conduct. Unfortunately, the new law frequently becomes a new rule to be broken Of ignored.
