The sixty-ninth Illinois General Assembly has drawn to a close. This has been the most hectic and historic session of the Illinois "Legislature in the memory of any members now serving. Senator Charles Baker of Rock-1 • ford, who has served in the j Senate for forty years, has confirmed this view. For one thing, it is the first time since 1901 ! ' that the state has been re-dist-! i icted. This has compelled some members to vote themselves out of office and required other members to vote their friends' ann colleagues out of their jobs. ' This problem hung over the heads of the members throughout • the entire six months' session. The heat of the session was intensified by the political and ' public implications of the tax legislation, the bills affecting the operations and .calibre of our i public schools, our states colleges and universities and our mental | institutions. Then there was the j ! imp'ait of • the bitterly contested I Chicago mayorality election j which was fought out on the j floor of the Senate with suchri colorful witnesses as Downey' Rice, chief investigator for the Big Nine, and . Cook Conuty State's Attorney John Gutkneeht. The party • lines were closely drawn, ' and . Republicans .and, Democrats battled vociferously during several sessions. And this was the year of the big filibuster which spotlighted the persistent, irreconcilable Rep. John Morris of Carroll county. Morris and a few of his colleagues virtually stymied all legislative action for two weeks by demanding that all bills be read "at large" (in full) as required by the Illinois Constitution. There were other small filibusters- in both the House and the Senate. And, there were night sessions, long • before the final night, which lasted until the wee hours. There were more than the usual number of disappointments and heartaches and many good 'bills were defeated, while, at the s§ime time, some bad bills were passed. A record was sec m bills introduced (more than 2,200), but it is encouraging to know that a record was also set in" bills defeated. In the midst of the^ busy session the State Senate lost one of its best loved and most respected members in the passing of the late Senator Frank P. Johnson of Kewanee. . A s t h e 69 th Illinois General Assembly , passes into history, the writer is torn between sadness and joy; sadness that the cameraderie with other members must come to its inevitable close, sadness because all the people of the state (including the members) could not have all of the results they desired; joy that the session has .ended, and joy in the thought, that by and large the members* of the 69th Illinois General Assembly have done a conscientious, construe- fa tive and sincere job.
