Palmer of the Department of Conservation to ask the general public to refrain from' the practice. "Ninety-nine, times out of a hundred," Director Palmer said, "the mother bird or animal is only a short distance „away and will reclaim its young if left unmolested. "In the case of wood ducks,'"' he added, "the chances- are the duckling will die if handled. They are extremely difficult to raise in captivity." Conservation officers along the wooded bottom lands of the state's streams have received numerus reports of persons "rescuing" orphaned wood ducks. In most cases, the person calling the officer has sought advice on what to feed the duckling and where to keep the young bird or birds. Invariably, the reply has been that the duck should not have been picked up in the first "place, and then that it should be returned to the place it was captured by the well-meaning person. Director Palmer also pointed out that possession of such birds as a wood duck in captivity not only is a violation of the Illinois game code but also is a federal violation, inasmuch as waterfowl are under federal control.
