REVENUE AMENDMBNT Article IX Sec. 1. The General Assembly may define and classify property •Mor taxation, but all such definitions and classifications shall be reasonable and be based solely on the nature and characteristics of the proDerty and not on the nalure., characteristics, residence or business of the owner or the amount or number owned. All real estate shall constitute one class, except that lands used for forestry purposes and mineral rights in lar.r' may be classified Separately. The property of the State, counties and oMier municipal corporations both real and personal, and such other property, or part thereof, as may be owned by. or held in trust for, agricultural or horticultural societies, non-profit hospitals or rchools, religious institutions. cemeteries, or charitable institutions and used exclusively for one or more o'f such jourposes, may be exempted from taxation: but such exemption shall be only by general law. In the assessment of ran 1 estate incumbered, by public easement, any depreciation occasioncd by such casement may be deducted in the valuation of such property. This section shall not deprive the General Assembly of power to classify property for taxation as provided in section 1 of this Article. Sec. 9. The General Assembly may vest the corporate authorities of cities, towns and villages with power to mal'e local improvements by (special assessment, er by special .taxation on contiguous property, or other-vise. For all other corporate purposes, all municipal corporations may be vested with authority t > levy and collect taxes subject to the restrictions of sections 1 and 2 of th's Article. Sec. 10. The Ceneral Assembly shall not impose taxes upon municipal corporations, or the inhabitants or property tnereof, for corporate purposes, but shall require the corporate authorities to levy taxes for the payment of liabilities incurred under auth >rity of law. Private property shall not be liable to be taken or sr>*d for the payment of the c< rpor:t<e liabilities of a municipal corporation. Section 13 of Article 9 of this Constitution i.s repealed.
