County Judge Henry M. Cowlin of MeHenry county is apparently coming into the 19th Judicial convention in Waukegan with a block of forty-two votes for himself for circuit judge, as a result of what appears to be a "closed door convention" in Woodstock that would stand for no opposition to the Cowlin nomination. William M. Carroll, the sitting circuit judge for MeHenry, was not even invited to the convention. Charges that the press and the public were barred from Cowlin's convention have been denied by Cowlin, and his excuse that four reporters were not permitted in is that there weren't any vacant seats for them until after twelve MeHenry precinct committeemen walked out of the so-called • convention. The press was not permitted in the court room - where the convention was in session so we have no way of knowing for sure what took place, but suffice it to say that the Cowlin convention was patently a controlled meeting and smacks of what was described by some of the precinct committeemen as "just like Russia." The News-Sun had no more than reached the streets yesterday With the story of the Cowlin convention than Lake county delegates to the judicial convention started to protest. It is apparent that the Lake county Delegates do not intend to permit Judge Cowlin to come into the judicial convention and take control over it. When Lake county held its Republican convention, thfe doors were wide open; the press was present, and every precinct committeeman was given the opportunity to become a delegate to the nominating convention if he so desired. Each precinct committeeman was given an opportunity to voice an opinion. And the convention voted endorsement of both Judge Bernard M. Decker of Waukegan and Judge Carroll. In addition the convention voted that if the judicial district was to be split, the endorsements would still prevail. This means that Lake county will cast 111 votes for Judges Decker and Carroll, and may be split on the selection of the third candidate. There ate three Lake county candidates for this third judgeship, and it is possible that Cowlin, with his controlled forty-two votes could win the third position, giving two sitting judges in MeHenry county where the case load is extremely light, and only one in Lake county where the case load is heavy and was the basic reason for the judicial district division. Judge Cowlin has provided one service to the people of Illinois. He has demonstrated conclusively that the present system of selecting judicial candidates is anything but democratic. He has demonstrated that one person wifh dictatorial powers can control the judicial selection without giving the sitting judge a hearing. And he has completely tindermined the claim of Democrat political machine foes of the proposed new judicial system, that under the proposed system the selection of judges will be taken away from the people. The people don't have that selection now. : s.. tb.
