What happens-to make a legislator emerging from a> party caucus appear to be an i astute "politician?" , « j Well, this writer's experience in dozens of important caucuses of Republicans in the House and Senate hiave result- ^ ed in two principal observations: First, senators and representatives let their hair down when they know that no reporters are on hand; and second, the Democrats will emerge from their caucuses in unity while the Republicans will end theirs in disagreement. Still, decisions made at Senate Republican caucuses at the present session will be all-important. Indeed, when -- and if -- unanimous decisions are reached in Senate Republican caucuses they may be more significant than many announcements of policy made by the governor. The Republicans in the Senate, thirty-four in number (as opposed to twenty-four Democrats) can pass or kill any legislation. It can be expected that the Republican members will be reminded of this balance of power in every caucus of the Republican senators. * At the close of almost every caucus there is a pledge to keep secret all that transpires behind the closed caucus doors.
