The article, written by Elgin numismatist Fred R. Marckhoff, traces the changes in the banking laws from Jan. 1. 1817, when the first bank was established in Illinois territory, until the use of United States Treasury greenbacks and national bank notes ended the free banking system. ck: rutkin DOUBLE PERIL Drinking drivers face ^double 'vril during winter months. Reasons according to the Institute for Safer Living are: (1) Poorer vision caused by darkness and bad weather makes the drinking driver's eyes play tricks on him. (2) Drowsiness and fogginess increased by the car's warm interior. (3> Distorted judgment of distance and car speed. (4) Alcohol induced slowing of mental and physical reactions. SHOP IN McHENRY T, ipson raffic afety CHARLES F. CARPENTIER Sccrctary of State Collisions on secondary roads may be averted if motorists remember to watch out for some of the hazards which may have to be faced while traveling on these roads. Those who frequently travel on these roads develop a false sense of security with the result that they are often negligent of safe driving practices. The motorist who is accustomed to the yellow lines which mark nc passing zones on primary roade sometimes ignores conditions which make passing unsafe on secondary roads. As a result, some will pass on hills and curves. The lack of adequate traffic signs and warnings on many of these roads increases the need for caution. PAYS TO ADVERTISE i&(jmwrBooli§ Oratory TTTOMEN are generally thought vv to have sweeter voices than • men, and as far as this serves as ©my guide, we may infer that they first acquired musical powers in order to attract the other sex. But, if so, this must have occurred long ago, before our ancestors had become sufficiently human to treat and value their women merely as Useful slaves. The impassioned orator, bard or musician, when tem With his varied tones and ca- ^ dences he excites the strongest SettlQtions in his hearers, little sustSpects that he uses the same means p|j!l>y which his half-human ancesr£|' fl«g»Jong ago aroused each other's fpaidfent passions, during their ®*^ffipuitship and rivalry. -- Charles Ps Darwin (1809-1882) in "The Descent of Man." A dangerous ambition more lurks behind the specious : of zeal for the rights of the Jle than under the forbidding uance of zeal for the firmland efficiency of government, jry will teach us that the Informer has been found a much flnose certain road to the intraductal of despotism than the latter. Alexander Hamilton (1757- 1804) m The Federalist Papers. crates: I am contented with ^'admission that rhetoric is of i'sorts; one, which is mere flatand disgraceful declamation; the other, which is noble and fv'iCMS at the training and improveragat of the souls of the citizens, and strives to say what is best, whether welcome or unwelcome Is the audience. But have you jver known such a rhetoric? If %ou have can you point out any rhetorician who is of this stamp (,. who may be said to have improved the Athenians , , . who found them worss and made them better, from ghe day that he be* ipwi to make speeches? For, indeed, I do rnt know of such a man -Plato, who quoted his tutor, Socrates, in his "Dialogue*." At hundreds of rural5 intersections, a motorist's vision is obscured as the state's farm crop reaches maturity. A person must adjust himself to the problems of driving on secondary roads, just as he recognizes the problems of driving on primary arteries.
