URBAN PHONE USERS ADDED TO BASE RATE AREA Need Additional Equipment To Make Change by July 28 Elimination of extra charges now paid by 174 telephone customers near McHenry has been proposed by Illinois Bell. The telephone company has filed a tariff with the Illinois Commerce Commission in Springfield to. enlarge its base rate area. When effective, the tariff changes will permit other telephone users in the area being added to the McHenry base rate area to have urban-type service without payment of an extra mileage charge. R. C. Zahn, local Illinois Bell manager, said the change will be effective July 28. Most of ihe customers, he said, are located in an area east of the Fox River in Eastwood Manor, Kent Acres, Lilymoor, Lake- .noor and Volo. 171 of these customers have been paying extra mileage charges since they live outside the company's base rate4 area. They will no longer have to pay this charge. Another three customers will have their mileage charges reduced since they will be closer to the enlarged urban service area. Zahn said 371 residence customers and fourteen business customers in the area who have had rural service have ordered urban-type service. Addition of a considerable amount of equipment was required to make the addition to he McHenry base rate area. Substantial amounts of wire md cable were needed, in addition to changes made in the McHenry central office. Most of us read with interest of progress made in the space age, but few of us believe that we have any direct part in it for the immediate future. This is a mistaken idea, as we learned following a conversation on space communications. This is one of the fields in which America now has the lead, and everyone is agreed that we must keep it. The fact that results of research and development effor^ of private enterprise have been greatly responsible is also conceded. Since the first of this year, the several large companies which provide overseas communications, known as International Carriers have been anxious to receive a green light signal to proceed in the field of space communications. Preliminary discussion with tfte Federal Communications Commission brought favorable reaction. However, since the time that a petition to proceed was officially made with the FCC, the matter has been continued until it appears that the federal government may step in and begin building a system of its own. The hassle which resulted in a stalemate came about when suppliers and equipment manufacturers expressed their desire to enter the space communications field also. Combined with the regulated International Common Carriers, (A. T. & T.), International Telephone and Telegraph, Press Wireless, etc.,) this would bring to a high figure the number, of interested parties. The problem of dealing with a like number of companies overseas is evident, and has doubtless influenced the decision of the FCC to delay action on the matter. In the meantime, President Kennedy has decided that immediate action in some form is imperative, and he has placed the matter in the hands of the newly formed National Aeronautics and Space Council, and this agency has been given the assignment of developing a policy. T h e F e d e r a l C o m m u n i c a tions Commission is legally authorized to decide the question and its chairman has expressed itself in favor of private enterprise who have the most experience. However, the .entrance of suppliers and manufacturers has created a situation which has prevented them from making any decision. International Common Carriers has the money to go ahead and is eager to put up satellites with it. One of their chief arguments is that the taxpayer can get a return on his investment in space without having another bureau set up to build and operate a satellite system. However, private enterprise will win out only with support, and this support is best provided by individual citizens letting their representatives and senators know that this is the way they Want it. Since time is an important element because some action will be taken possibly by the end of July, it is important that opinions be offered at once to government officials who are in a position to see that the desires of the people are carried out. The new system was necessary to avoid duplication of equipment and operation. It is the aim of the cpunty officials 1o have a central accounting room in which all fiscal and financial work will be done from each county department. The 1962 tax bills will offer ample evidence of the system's efficiency by itemizing each amount of tax collected from the different taxing bodies and showing the exact portion of the total tax bill which goes into each. Supervisor LeRoy Smith explained to the board of supervisors that the $10,000 is not for the machines alone but is the estimated cost of the entire project. The cost will be amortized over the next ten years.
