It usually commences under the direction of the Department of Finance about six months previous to the date i the Legislature convenes. The E y 5-2916 j agencies' requests are reviewed ' by the able Budgetary commission, which in turn is directed by statute to make its recommendations to the governor not later than March 1. A new Governor, taking office in January, has in the past received a budget prepared in the most part by a previous administration. As the budeet is usually submitted to the Legislature the latter part of March or the first of April, a new governor is at a disadvantage because of the time element. Scotch and jack pine foliage often fades to a yellow-green during the winter, reports Ted Curtin, University of Illinois extension forester. Materials are now available that will disguise this seasonal discoloration. Buyers of Illinois Christmas trees can expect properly treated trees to have a natural appearance. The color won't wash oft, reports Curtin, and pines will retain their excellent needle-holding qualities. This improvement can be made at low cost to the grower, he adds. Seasonal variations and va rieties within a species will determine the need for color treatment, says Curtin. Plantations that have shown off-color tendencies in early years will need attention before harvesting. According to Curtin, experienced Christmas tree growers find that spraying standing trees before color change requires only about half as much material as later spraying. Freezing weather and poor drying conditions during the late fall also make early spray ing desirable, he acids. Numbers of dairy cows will lie down a little, but this decrease will probably be offset by the feeding of more protein concentrate to each cow. The supply of ccttonseed meal will be no larger than it was last year, while the supply of linseed meal will be considerably smaller. Supplies of tankage and other protein feeds of animal origin may be up a bit. Disposing of soybean oil will be more of a problem. But Uncle Sam will continue to push special export programs for soybean oil and could put some of it away for a while under his big hat, along with his cotton, wheat, corn and sorghum grain. Exports of soybeans have held at around 140 million bushels a year tor two years. But before that they increased an average of 20 million bushels a year for five years. Soybean exports are not subsidized in any way. They meet real needs in Europe and Japan. It seems reasonable to expecr them to increase by a normal amount in the marketing year ahead. If market prices are held too high during the year, domestic use and exports will be less than we have indicated, and the carryover will be moi-e. Market prices seem likely to dip below the support level for a substantial part of the year unless new price-lifting forces appear. L. H.
