National leaders and diplomats seem quite limited in attempting to promote understandings between nations, and the Administration has wisely played down the significance of the treaty by describing it as "partial," "limited," and as a "first step." Another significant document from the State department reached my desk this past week, entitled "A Beacon of Hope," describing in critical and analytical fashion the various cultural and exchange programs which have been carried on through the cooperation of the State department during the past fourteen years. The report was prepared by the non-salaried Advisory commission consisting of business and educational leaders headed by John W. Gardner, president of the Carnegie corporation of New York. The commission studied the individual cases of thousands of exchange students from 20 foreign countries who have participated in educational exchange programs in the United States during this time. The report gauges the effectiveness of existing cultural and educational exchange programs in the foreign countries studied, and concludes that our foreign relations are greatly enhanced by the students, professors, artists, political leaders and others who visit our country. All but a few of these have come to appreciate the freedom, the educational and cultural advantages and the spirit of friendliness which abounds in our great land. They leave us with favorable impressions of the American character and customs. Well over two-thirds of those who return to their homelands rise to positions aa teachers, Journalists, or business and political leaders, where they can readily communicate their favorable views of America. The report just recently circulated makes these important recommendations for expanding student and cultural exchanges, in the future: (1) Exchange programs should place greater emphasis on younger people. Too many of the leaders and potential leaders from foreign lands are more? than 35 years of age when they visit our country. This is frequently too old for gaining a full appreciation of our way of life and for communicating it to the students and to the' citizen leaders in the lands from whence these visitors have come. (2) More time should % be spent by otir foreigTir\gue&ts visiting in America^ homes ana associating with Anhericari families. The excessive ^activities planned for many who visit: America under exchange; programs deprive them of close contact with the American family environment which can contribute so much to our international "image" and promote so well their understanding of our American aims and desires. This would also enable the exchange programs to be greatly expanded without any substantial increase in cost. (3) Advanced language skill is not essential to the success of an educational exchange experience. The requirement for language proficiency "before" the student is accepted in an exchange program should be de-emphasized. As all who have experienced the language deficiency quandary know, a student does not require many weeks in a foreign land before he gains adequate skill in the language in which the studies are conducted. (4) There should be no downgrading of exchange programs with European countries. Notwithstanding the emergence of new nations in Africa and Asia, the great hope for close international understanding remains with the Western Free World, including England, France, Belgium, Italy, Holland, , Switzerland, West Germany, and others. Only a small start has been made in the development of person-to-person diplomacy between the United States and these nations with whom a firm basis for understanding exists, if adequate personal communication can be realized.
