The commission was appointed by Gov. Kerner after his veto of the reapportionment bill passed by the General Assembly. The commission, charged with laying out new districts from which members of the House will be elected in 1964, is deadlocked. The change has been deemed necessary because of a decided population shift. Early in September, Republican members presented to the Democrats a proposed map, based on the 1960 census and drawn according to the provisions of the Illinois Constitution. According to their map, Chicago is entitled to twenty-one representative districts, a loss of two. These two go to the remainder of Cook county because of a population increase outside the city, and the remaining 101 counties of the state retain twenty-nine districts. \ Just two weeks ago in Springfield, the Democrats presented their map giving Chicago twenty-three districts and seven in Cook county, the same as at present. Until this argument is settled -- and it affects voters in McHenry and throughout the state -- it cannot begin to form the districts within Cook county. The important thing is that there is a Dec. 14 deadline. Unless a new map is drawn by then, all 177 House members will need to run at large, a chaotic situation especially in view of the fact that it takes place in a presidential and governor election year. The number of candidates in the primary would run into the hundreds and create a situation best described as chaos. It is conceded that the state's population would ideally be divided into districts of 170,867 each. Republicans on the commission have offered a map which suburban districts have an average of 175,400 and Chicago districts 169,000. The Democratic map averages 225,600 for suburbs and 154,400 in Chicago. Some maneuvering might have been expected. Nevertheless, the commission's duty should be that of the apportionment -- to give each person in the state near to an equal opportunity to make its laws. The Drivers Seat A potential safety device is being completely overlooked by Detroit auto manufacturers because of their use of prosaic names for cars. Nobody pays much attention when you holler "Look out for that Chevy!" However, consider this: "Watch it, a Grout's coming straight at you." This would shake up a careless driver. Back in the good old days, automobiles had names that made you take notice and be alert: in 1903, you could buy an American Chocolate, Eisensouth Compound, Grid®, Sintz, Tincher or a Zentmobile. The next year, these cars were put on the market, among many others: Synnestnedt (try to shout this in an emergency), Pungs-Finch, Black Diamond, Adams-Farwell, Maxwell-Briscoe, Brown-Burtt and the Frayer-Miller. That year, 1904, was a vintage one for hyphens. The Bugmobile and Cu«mobile came out in 1907, preceding the Browniecar of 1908. There are so many great names that have passed into dust: Crouch, K-R-I-T, The Bird, Mighty Michigan, Acason, Argo, Armleder, the Ponder, the Riddle, the Roamer (these last three appeared in the same year -- 191.6), and the evenfamous Luedinghous-Espenschied. Today's car names are simple and somewhat prosaic. Compare the Buick, Dodge or For«d with the old-time Larre-bee- Deyo, Sha or Hug for just one example. What can match the Ben Hur, the Hal-Fur, Dagmer, Titan Vim or a little Calvert? The years 1929-1930 marked the decline both in car manufacturers and in interesting car names.
