The five trustees who are appointed by the County Judges are required by law to devote the resources of the District to active programs designed to eliminate pollution, conrol floods and properly administer funds to the best advantage of the District. "The effective control of pollution involves both counties and unless both counties take action, the action by one county alofte would not solve the problem. This Conservancy District as proposed, from the evidence we have heard and discussed, constitutes a workable unit and . . . will solve a great problem or help to solve a great problem, that will affect and does affect now, all those within the proposed boundaries."
