Financial Assistance For Qollege Offers Independence, Initiative Many college students no doubt have found it necessary to borrow money this fall to continue the long and costly process of continuing their education. For more than two years the American Medical association, through its education and research foundation loan guarantee plan, has made it possible for students to borrow up to $1,500 a year. These loans, made by cooperating banks at low cost interest rates, are part of a program which has been a decisive factor in the choice of a medical career by many, and has enabled others to remain in school. The money comes from corporations, institutions and individual physicians throughout the country, all of whom are concerned about preserving the quality of their professions as well as its independence. For the first time this fall, federal government loans have been made available. A first glance provides a very attractive picture since it amounts to more over an extended period of time, and the government money is "interest free", whereas the AM-ERF guaranteed loan is repaid with a 5% per cent interest rate. Tax experts, however, have taken a closer look, and as usual, have found that there is no such thing as a "free ride". Somebody must pay the interest on borrowed money, and in this case it is the taxpayers. No doubt each offer will have its takers. One who took advantage of the AMA-ERF plan stated among its advantages the lack of "humiliation of trying to get co-makers or close control over the use of funds . . . but probably the greatest benefit to the student is the feeling that he is doing it on his own, getting the help he needs on his merits. There is an interest rate to pay, which restores even more respectability to the role of borrower." It is refreshing, indeed, to know that there remain some people with the independence and private initiative to prefer "something that isn't for nothing". CITY CLERK AT CONVENTION OF MUNICIPAL LEAGUE City Clerk Earl R. Walsh and Mrs. Walsh attended the fifty-first annual convention of the Illinois Municipal League held in the Morrison hotel, Chicago, the past weekend. Meetings covering various phases of operations were attended by municipal officials, reported to be the largest assemblage in the history of the league. A banquet Sunday night, including top flight entertainment, and a special luncheon for the ladies on Monday, added to the enjoyment of the representatives from a# points of the state. It is the privilege of this member of Congress to serve as the ranking minority member of this sub-committee of which Congressman Cornelius E. Gallagher of New Jersey .is the chairman. The investigations of the sub-committee are expected to include practices of wire tapping, telephone monitoring and other forms of "bugging" private conversations. * The development of highly complex and sophisticated electronic devices as well as a clamor for more tools to combat crime have, resulted in a proliferation df many novel inventions which would seem to impair the privacy and sanctity of individual conduct and relationships. Abuses have appeared not only in wire tapping devices but also in the reliance upon lie detectors or, polygraphs. Some uses of these tools appear under circumstances where previously only a personal interview or questionnaire form was involved. Shocking the sensitivities of a job applicant or other person being interviewed by unrelated personal questions is a type of abuse which explains the reason for the creation of the special sub-committee. It is expected that initially the investigations will be directed toward protecting the individual's privacy with regard to securing information. In addition, it is to be hoped that the investigation will undertake to protect individuals against disclosure or "leaks" of confidential information which has been secured privately and for specific, confidential purposes. Abuses resulting from official "leaks" as in the case of Don Reynolds, the witness who appeared against Bobby Baker, should be prevented in the future if the integrity of our federal departments is to be maintained. Various articles and books have been devoted to the problem which our sub-committee is about to study. It is the hope of this member that the testimony and other information which the. sub-committee unearths will be both objective and beneficial in order that the paramount interest of the American citizen may be protected and the Constitutional right of privacjg may be preserved. Apparently, the mere creation of the sub-committee has already produced some results. Just last week Secretary of Labor Willard Wirtz announced that the Department of Labor had discontinued the use of telephone recording and other snooping devices.
